Job Description:

Our client is seeking a full-time Senior Program Analyst (Sr. PA) to provide Engineering Technical Support to Unmanned Air Systems Common Control System (UAS CCS) for a NAVAIR program office headquartered in Patuxent River, MD.

Job Responsibilities:

  • Performs critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success.

  • Provide program analysis support for all aspects of the program. Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs).

  • Collect, complete, organize, and interpret technical data and financial information relating to weapons system acquisition and product programs.

  • Tracks program/project status and schedules. Applies policies and procedures for financial planning.

  • Support initial requirements definition efforts, planning, evaluation, and verification, including analysis to ensure requirements flow down from all related acquisition documentation.

  • Analyze interface and integration requirements and documents for systems and system upgrades, and provide advice regarding system integration, support, and interoperability.

  • Perform activities related to the planning and execution of mission planning system integration efforts.

  • Prepare for systems engineering and logistics technical reviews as well as analyze, review, and provide corrective action or workaround options/alternatives with respect to identified system deficiencies for Government consideration and possible implementation.

  • Support in evaluating and updating program risk management planning, Technical Performance Measure (TPM), Key Performance Parameter (KPP), Critical Technical Parameter (CTP), and Key System Attributes (KSA) assessments.

  • Coordinate TIMs, Program Management Reviews (PMRs), and Systems Engineering Technical Review (SETR) events and schedule and attend engineering reviews including System Requirements Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Test Readiness Reviews (TRRs).

  • Prepare meeting minutes to include the notation of entrance and exit criteria and action items associated with meetings.

  • Draft system engineering documentation including System Specifications, SOWs, Engineering Data Requirements Agreement Plans (EDRAPs), and IMS.

  • Review domestic ECPs and bulletins and IAVA patch packages for accuracy and consistency and provide recommended changes to the Government for review and approval.

  • Support system requirements database management and generation and make recommendations to the Government on the validity and completeness of requirements.


Job Requirements:

  • At least ten (10) years of experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management.

  • A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.

  • Familiarity with SECNAV, OPNAV, and Office of the Secretary of Defense (OSD) forms related to Planning, Programming, and Budgeting Systems (PPBS), Military Interdepartmental Procurement Requests (MIPRs), Work Requests, Requisitions, Contract Data Requirements List (CDRLs), and DD254 is required.

  • Demonstrated experience in program/project status, earned value management, and schedules.

  • MS or MA degree in a Business, Management, or Relevant Technical Discipline.

  • A BS or BA degree and an additional four (4) years of experience can be substituted for an MS or MA degree.

  • An additional five (5) years of experience may be substituted for the BS/BA degree required. If substituting only work experience, the candidate must have a minimum total of nineteen (19) years of relevant work experience.

  • U.S. Citizenship required. Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.

  • Experience with Systems Engineering Technical Review (SERT)

  • Experience with Joint Mission Planning Systems (JMPS)

  • Experience with NATOPS-Naval Air Training and Ops Procedures and Standardization (Tech Writing)

  • Experience with NAVAIR related to weapons system acquisition
