PURPOSE

This position is responsible for the SCADA systems that are required to improve and maintain the Association’s electrical system.

ESSENTIAL FUNCTIONS OF THE POSITION

A Manager I performs the below functions with the mentorship of direct supervisor or designee.

A Manager II meets all the requirements of a Manager I and masters all below functions.

  1. Supervises the daily activities of the SCADA Department.
  2. Responsible for the performance management of employees.
  3. Manage the department’s annual budget and assists with development of Associations five- year Capital Work Plan (CWP).
  4. Oversee the SCADA functions of the Association including, but not limited to, the following.

a. SCADA relevant cellular communication systems and provide recommendations for modifications or upgrades to them.

b. Installation and maintenance of SCADA systems, including but not limited to, OSI, DCS, PLC, and distribution automation systems as applicable.

c. Assist with the assessment and development of Smart Grid technology.

d. Review and make recommendations for operation and maintenance practices and activities related to dispatch, switching, and SCADA systems.

e. Assist with the development and compliance of cyber and physical security and reliability standards for the Association.

f. Ensure SCADA systems are in compliance with Association standards.

g. When assigned, participate in Railbelt utility proceedings and organizations impacting the transmission and generation system.

  1. Oversee the development and commissioning of new SCADA infrastructure for distribution, transmission, and generation facilities as applicable.
  2. Oversee the development or updating of electrical plans, drawings, and specifications for SCADA and infrastructure.
  3. Assist with record retention systems, including as-built drawing systems, SCADA equipment manuals, and other pertinent information related to SCADA infrastructure.
  4. Assist with the development and compliance of Association standards for the interconnection of Independent Power Producers (IPPs).
  5. Oversee cellular device programming and implementation, as they relate to SCADA field infrastructure and controls
  6. Oversee software related to SCADA infrastructure:

a. Execution of software, panel, and HMI upgrades.

b. Provide start-up, commissioning, and troubleshooting, for SCADA systems.

c. Conduct factory acceptance testing to demonstrate & validate controls functionality.

d. Define and continuously improve methodologies for developing and testing SCADA systems.

e. Design and implement SCADA networks using the latest network technologies.

f. Develop new SCADA technologies and/or strategies.

g. Oversee projects as assigned and ensure project meet scope, schedule and budget requirements.

  1. Recommend proper technical procedures based on industry standards, codes, and techniques while following the Association tariff and other Association policies and procedures.
  2. Administer contracts with third parties as required to ensure SCADA systems are installed and maintained according to the Associations standards.
  3. Assist in resolving tariff issues as necessary.
  4. Promote a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.
  5. Perform the essential functions of the position in a safe and efficient manner.

ESSENTIAL POSITION REQUIREMENTS

Manager I

· Qualified candidates are required to have:

- A Bachelor of Science degree in electrical engineering or equivalent relevant experience.

- Five (5) years of SCADA and communication system experience in electric utilities or other relevant experience.

- A valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

· Preference may be given to:

- Candidates with two (2) years of supervisory and/or management experience.

- Electric utility SCADA and communication system installation and troubleshooting experience.

- Relay, control and protection experience in electrical generation, substation, transmission, and distribution facilities.

Manager II

· Qualified candidates are required to have:

- A Bachelor of Science degree in electrical engineering or equivalent relevant experience.

- Seven (7) years of SCADA and communication system experience in electric utilities or other relevant experience.

- Three (3) years of supervision and/or management experience.

- A valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

· Preference may be given to:

- Candidates with an Alaskan Professional Engineering license or ability to obtain within one (1) year.

- Electric utility SCADA and communication system installation and troubleshooting experience.

- Relay, control and protection experience in electrical generation, substation, transmission, and distribution facilities.

KNOWLEDGE, SKILLS AND ABILITIES

· Supports a culture of safety excellence through active involvement in safety improvement and promotes a sense of shared responsibility for safety.

· Knowledge of complex principles of electric power system, specifically with regard to SCADA and communication systems.

· Knowledge of principles of physics and related sciences.

· Knowledge of practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting recommendations.

· Knowledge of design of high reliability Local Area and Wide Area data networks using Ethernet and serial technologies such as RS232 and RS485.

· Knowledge of layer 2 and layer 3 Ethernet switches, routers, Ethernet network security appliances, media converters, protocol converters, copper and fiber optic cabling. Cisco product experience is a plus.

· Knowledge of tagging conventions, data logging, trending and reporting, Boolean logic, ladder logic, symbol conventions, etc. is desired.

· Knowledge of communications protocols e.g. TCP/IP, MODBUS, MODBUS TCP, DNP3, IEC 61850, BACnet, etc.
