Marathon TS is looking for Resource Efficiency Manager's in multiple locations: Fort Lee, VA, Fort Hamilton, NY, Fort Polk, LA, Fort Bragg, NC, Bremerton, WA, Fort Meade, MD, Fort Belvoir, VA, Aberdeen, MD, Arlington, VA, and Detroit, MI to continue our efforts with the DoD.
- Assist and participate in engineering design technical reviews of ongoing construction, building system replacement or upgrade, or major renovation projects to identify appropriate and current energy or sustainability standards, references and requirements to be incorporated into design-build or design-bid-build contract solicitations.
- Review received proposals for technical feasibility, compliance with energy efficiency codes, standards and best practices while focusing on long term system maintainability or burden to maintenance personnel.
- Participate in building commissioning and retro commissioning events to ensure compliance with requirements.
- Complete EISA 432 Audits at CG Covered Facilities and document recommended Energy Conservation Measures in appropriate format for upload into the FEMP Compliance Tracking System (CTS), prior to the due date provided on the approved annual audit schedule. The CG covered facility list is comprised of approximately 60 CG installations across the shore enterprise. Approximately 15 installation audits are required annually to meet the 4 year audit requirement. Work with CG Civil Engineering personnel to develop recommended projects comprised of the ECMs identified at installation audits.
- Evaluate potential for and develop energy efficiency, water conservation, building envelope improvement, and renewable energy projects at CG units throughout the country to meet CG energy goals and resiliency objectives, using Life Cycle Cost Assessment methods to ascertain long term cost benefits to the government.
- Complete sustainable building checklists for identified buildings, normally done in conjunction with EISA 432 audits.
- Support existing and identify new strategies that reduce energy and water consumption and avoid waste, including providing measurement and verification data analysis services on financed energy or utility performance contracts in place.
- Monitor utility consumption through bills and Advanced Meter Data and identify opportunities to minimize energy consumption during unoccupied hours as well as identify potential billing errors, identify best utility schedules, rates and tariff structures for the served facilities, and verify and rightly size minimum contracted loads to avoid peak demand hours overage and ratchet penalties in order to minimize utility cost to the CG.
- Optimize and implement sustainable operations.
- Identify and prioritize opportunities to enhance energy security and energy reliability to better sustain CG mission requirements during contingency events.
Minimum Requirements for Skills, Experience, and Credentials
- Minimum of Bachelor's Degree in an Engineering Discipline or Business Administration
- Minimum of seven (7) years of experience performing direct energy management or engineering facility management, not just a management role
- Minimum of five (5) years of experience in providing technical resources and management of energy related services as described above
- Must be a Certified Energy Manager (CEM) or Certified Energy Auditor (CEA), with at least 3 years of direct experience in energy audits, actual execution of energy accounting, utility rate analysis, and energy project development
- Willingness to travel in support of customer meetings
- Willingness to undergo a USCG background investigation
Desired Specialized Requirements for Skills, Experience, and Credentials include
- Knowledge of various utility rates/tariff structures
- Knowledge of MS Office suite of products
- Knowledge of energy estimating software packages such as Trane Trace, DoE II, etc.
- Knowledge of maintenance documentation using software such as Maximo
- Knowledge of lighting, HVAC, distribution, and plumbing systems
- Knowledge of BIM, HDD/CDD and other simulation calculations
- Knowledge of Energy Legislation, Executive Orders
- Knowledge of ESPCs, especially DOE ESPC programs
