Description:

MIKEL INC is seeking a Program Manager III to serve as the PMS SSN(X) and NUWC Division Newport Submarine Warfare Federated Tactical Systems (SWFTS)/Non-Propulsion Engineering Systems (NPES) Technical Representative to the Undersea Warfighting Development Center (UWDC) Tactical Analysis Group (TAG). In this capacity, the candidate serves under the UWDC TAG System Development (SEMDEV) Department Head, provides SSN(X), VIRGINIA and COLUMBIA Platform Engineering for SWFTS and NPES expertise to the UWDC TAG. The UWDC TAG is charged with unit-level tactical doctrine development, including development of submarine tactics, techniques, and procedures; concept of operations documents; tactical system recommendations; and system employment guidance. The candidate will aid the UWDC TAG in the development of these products through the application of their VA and CLB SWFTS/NPES expertise to operational and tactical challenges.

In addition, the candidate will support the UWDC TAG Deputy Director for Capability and System Development in the execution of duties pertaining to Submarine Tactical Requirements Group (STRG). The Deputy Director for Capability and System Development serves as the STRG Executive Secretary. The incumbent will support the STRG Executive Secretary in the planning, facilitation, and execution of the STRG meetings as well as the execution of STRG actions. The candidate will also aid the STRG Executive Secretary in the development of STRG recommendations letters, and directly participate in the Submarine Warfare Federated Tactical Systems (SWFTS) Transformation process through the STRG. The incumbent will focus on the three Levels of Effort (LOEs) defined as DEVSECOPs, Architecture, and Cybersecurity with implementation across the SWFTS enterprise.

Responsibilities:

• Provide UWDC TAG (SEMDEV Department Head and supporting staff) submarine warfare federated tactical systems and non-propulsion electronic system expertise to support doctrine and CONOPs development.
• Identify opportunities to bring operator perspectives into SWFTS Transformation system development efforts for architecture, cyber security, and DEVSECOPs.
• Directly support STRG Executive Secretary in the planning, facilitation, and execution of STRG meetings and supporting actions.
• Directly support STRG Executive Secretary in the SWFTS Transformation STRG governance process.
• Provide PMS SSN(X) and NUWC awareness of STRG actions, decisions, and discussion topics, including SWFTS Transformation.

Requirements:

• Bachelor's degree plus 15 years of experience in related field OR 21 years of experience
• Technical knowledge of the SWFTS/NPES architecture and usage.
• Technical knowledge of the SSN(X), VA, and CLB platform development and acquisition process
• Strong written and oral communication skills.
• Knowledge of the NUWC NPT VA/CLB and SWFTS/NPES portfolio and points of contact.
• Ability to work independently with little guidance.
• Working knowledge of Microsoft products, including Excel and PowerPoint
• Experience or familiarity with UWDC TAG and STRG preferred
