Job Description

MELE Associates, Inc. (MELE) maintains a contract with the National Nuclear Security Administration (NNSA) Office of Safety, Infrastructure, and Operations (NA-50).  NA-50 works to maintain, operate, and modernize NNSA infrastructure in a safe, secure, and cost-effective manner to enable program results.  MELE requires an exceptional candidate to fill a Program Analyst position to support the Office of Infrastructure (NA-52) to support the evaluation of Infrastructure and Operations programs.  The position is full-time and will be stationed at the U.S. Department of Energy (DOE) Headquarters building in Washington, DC.  MELE will also consider candidates for full-time remote work.

NA-50 works to enable safe operations, ensure effective infrastructure and provide enterprise services to meet the 21st Century Nuclear Security Enterprise (NSE) Enterprise needs.  Key elements of the NA-50 mission are (1) to modernize NNSA infrastructure, (2) drive NNSA towards a positive performance culture with safe operations, (3) and manage risk and employ innovative solutions.

The Program Analyst position requires a background in program and project management, and related financial management, business operations, and/or data analytics in order to manage real property and provide technical and advisory services for program evaluation.  The position will involve the following:

  • Provide technical, analytical, and financial support and advice to NA-522 senior management and program managers on assigned tasks and projects.
  • Review, track, and analyze a variety of project execution data (sometimes from disparate sources); track, assess, and analyze performance at the project, site, and program levels.
  • Provide program management support. The primary role in the program is to plan, prioritize, and monitor the execution of approved projects and coordinate with the organization’s planning, budgeting, and interface with other NNSA programs and organizations.
  • Evaluate the reasonableness of justifications for changes in projects and document recommendations.
  • Conduct reviews of technical documents, primarily monthly performance reports, including project proposals and program plans. Provide support to coordinate, identify, discuss, document, and track actions.
  • Develop charts and graphs for high-level presentations.
  • Conduct independent research, obtain information from various sources, and perform special studies as needed to develop innovative solutions to complex challenges.
  • Forecast the impact of changes to short- and long-term plans, based on department specific tools and data systems.
  • Support the development of reports, briefings, guidance documents, and press releases.
  • All other duties as assigned.

 

MINIMUM REQUIREMENTS

  • College Graduate required; preferred B.S.
  • Prior work experience performing technical data management experience is an acceptable substitute for non-technical degree
  • Minimum of 4 years of applicable experience including minimum 2-years supporting federal government programs
  • Program management skills including financial management
  • Data analysis and graphical expertise
  • Demonstrated ability to consolidate multiple reviewers’ input and to manage an oversite process for execution of a portfolio of projects
  • Ability to acquire DOE L or Q clearance

Desirable:

  • Master’s Degree in related field
  • Experience supporting NNSA programs and/or familiarity with NNSA M&O model
  • DOE L or Q clearance
