Loudoun County's Department of Information Technology is currently seeking a full-time Public Safety Program Manager.
Job duties of the Public Safety Program Manager position include:
Provides professional advice, subject matter expertise, and problem-solving services to County departments on issues related to public safety technology.
Collaborate with all public safety entities to develop new technology solutions, policies, and procedures.
Manages the annual audit process for security and other reporting requirements related to public safety.
Defines business process and requirements. (Collaborates with IT staff and department stakeholders to ensure enterprise content management and collaboration tools are leveraged in records management.).
Assists with the development of strategic plans. (Assists with planning the short and long-term strategic direction of the department.
Provides leadership to ensure department's goals are achieved.).
Provides complete life-cycle project management, including planning, budgeting, scheduling, procurement, implementation, and ongoing support.
Bachelor's degree in Computer Science or related field; five (5) years of related experience demonstrating the job tasks illustrated; or equivalent combination of education and experience.
We are seeking individuals with:
Extensive knowledge or familiarity with the Public Safety technology including Motorola Radio and dispatch, data analytics, records management systems, E-911 systems, and Fire department systems.
Knowledge of public safety standards and regulations, and other applicable Federal or State legislation and regulations. Thorough knowledge of data management.
Ability to read and interpret legal authority as it relates to policy solutions for County departments, Boards, Commissions, and Constitution Officers.
Ability to identify, define, and collect relevant information to recommend policy solutions.
Ability to manage programs at a senior level, including contracts, human resources.
Ability to research, analyze, and develop solutions to complex operational problems.
Skill in communicating effectively, both orally and in writing.
Ability to multitask while paying attention to detail.
Ability to review and interpret and enforce compliance to legal and technical standards.
Ability to prepare written and oral reports, keep detailed records, and schedule work efficiently.
Ability to establish and maintain effective working relationships with County officials, employees, contractors, code officials, vendors, and the general public.
Experience with Regional initiatives to promoting multi-jurisdictional support and mutual aide agreements.
Experience with situational awareness systems.
Experience with functions of Fire, Sherriff and Emergency Management Offices.
Experience with real life emergency responses.
Preferred Certification such as Information Technology Infrastructure Library Foundation /certification (ITIL), Project Management Professional (PMP) or Certified Associate in Project Management (CAPM).
Prefer experience in SharePoint; Teams; and ServiceNow software. Experience with local government or schools highly preferred.
