SUPERVISOR: County Manager
Under direct supervision of the County Manager, accomplishes the Human Resources Division’s objectives by planning, organizing, and supervising all assigned functions required to operate and maintain divisional activities and services. Develops and implements strategic plans for the Human Resources programs to align with the County mission, goals and objectives. Ensures recruitment and employment; compensation and benefits; automated and manual record-keeping systems; management education; training and development; employee relations; risk and safety; labor relations, policy formulation and implementation; and performance development and evaluation programs are maintained in accordance with established laws, regulations, policies, and procedures. Serves as or appoints staff liaisons to the Personnel Board and the Labor Management Relations Board. Maintains confidentiality of all privileged information.
•Bachelor’s Degree from an accredited college or university in Public or Business Administration, Human Resources or related field, or equivalent combination of education and related work experience.
•Eight years of experience in human resource administration.
•Four years of management and supervisory experience across all years of job related experience.
•Master’s Degree from an accredited college or university in Public or Business Administration, Human Resources or related field.
•Public Sector Human Resources experience.
•Human Resource Information Systems (HRIS) experience and/or Enterprise Resource Planning Systems (ERP).
•Professional Human Resource Certification (PHR), Senior Professional Human Resources Certification (SPHR), SHRM – Certified Professional (CP) or SHRM – Senior Certified Professional (SCP).
