LTMC is seeking skilled qualified candidates to provide advisory consulting in support of an organization t. Note that the assignments could last from a few months to a year or more and will be located in the Washington, DC and Greater Baltimore area. The successful candidate will provide the following some or all of the following consulting during the engagement(s):

• conduct Acquisition/ Program Management reviews.

• support Federal Acquisition Policy office including drafting Acquisition Policy.

• provide acquisition experts that can provide strategic advice and support the tactical development of acquisition strategy and acquisition package documentation. Acquisition package documentation includes Performance Work Statements, Quality Assurance Surveillance Plan, Request for Information announcement, Market Research reports, Source Selection Evaluation Criteria, Factors and Plans.

• support Integrated Project Teams with providing acquisition and contracting strategy recommendations to ensure the requirements capture best practices.

• provide advice and recommendations for contracting strategies and techniques to obtain best value, mitigate risks and improve efficiencies in the acquisition process.

• support the source selection planning, participate and assist with source selection consensus meetings, serve in an advisory capacity and assist with writing evaluation consensus and summary reports to be presented to the contracting officer.

• provide guidance and assistance in the development of plans to manage the transition from one contractor to another.

• work as an expert with organizations to capture technical requirements from multiple key stakeholders with various levels of expertise and translate into a coherent requirements document or SOW.

• work with organizations to analyze technical requirements, identify gaps and provide recommendations to ensure they obtain the right expertise and communicate effectively with industry.

• document, present, defend, and reconcile analytical results to both management and government personnel.

• conduct training.

The Senior-Level Acquisition Consultant shall possess a minimum of 5+ years of Federal acquisitions experience. Specialists shall possess a Bachelor of Science (BS) or Bachelor of Arts (BA) degree in Business or the degree should be supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, as well as the following general qualifications

KNOWLEDGE AND SKILL REQUIREMENTS

  • Knowledge of Federal, departmental, and agency laws, regulations, directives, and procedures applicable to the acquisition process and to the administration of contracts
  • Knowledge of and experience with various contract types
  • Ability to develop acquisition plans and selection factors for negotiated procurements and acquisition strategies for complex competitive requirements
  • Knowledge of processes for procurements to include, but not be limited to source selection procedures, sole source contracts, sole source 8(a) contracts, competitive 8(a) contracts, GSA and other Multi-Award Schedules
  • Ability to perform price/cost analyses of contractor proposals
  • Knowledge of Office of Federal Procurement Policy (OFPP) policy letters and Federal Acquisition Regulation (FAR) provisions and clauses relating to service contracts and inherently governmental functions
  • Knowledge of automated procurement systems and resources, including, but not limited to: Federal Procurement Data System-Next Generation (FPDS-NG), Microsoft Office (Word, Excel, PowerPoint, and Outlook), Adobe Acrobat, Internet Explorer, Federal Business Opportunities (FBO), Central Contractor Registration (CCR), GSA Advantage!, GSA eBuy, and System for Award Management (SAM)
  • Knowledge and experience in acquisition reforms and streamlining techniques for both commercial and Government
  • Knowledge and experience performing in one or more of the acquisition life-cycle disciplines (e.g., procurement planning, source selection, and contract management)
  • Knowledge of federal contracting laws, regulations, directives, and procedures
  • Experience conducting procurements using procedures in Federal Acquisition Regulation (FAR) Parts 8, 12, 13, 15, and 16
  • Knowledge of contract negotiation techniques sufficient to negotiate and administer contracts where the contracting actions are well defined and precedents are available
  • Knowledge of contract administration principles/practices to monitor contractor performance and solve problems relating to contract modifications, contract progress, contract payments, and other similar problems
  • Knowledge of contract monitoring and management control techniques necessary to monitor the contractor's financial and business conditions and to detect indicators having an adverse impact on contract performance
  • Ability to establish and maintain effective working relationships with employees, managers, and government customers
  • Excellent interpersonal, listening, verbal and written communication skills
  • Must be able to pass a government background check prior to starting work
  • Ability to interact on a daily basis with customers, senior management and decision makers
