Background

The Program Manager will provide support in drafting required documents for acquisition program review by FEMA and NCP senior executives. Contractors must have a PMP certification for this position. Types of work included but are not limited to areas such as developing, maintaining, and updating an integrated master schedule, assisting in the drafting of strategic plans, governance of documents, standard operating procedures, project charters, quality assurance and other documents related to managing BMD programs.

Job Duties

Duties will include:

· Portfolio Oversight - The contractor will assist in developing and updating program management policies, process, and workflows. The contractor will support BMD’s effort of balancing the interests of the division through efficiency, accountability, and effectiveness. The contractor will develop best practices to assist in guiding and supporting NCP/BMD through development, production, deployment, operations, support, and disposal of projects/programs. Finally, the contractor will assist in providing objective technical analyses of programs and portfolios to support decision makers and manage program reporting.

· Project Management - Types of work included but are not limited to areas such as developing, maintaining, and updating an integrated master schedule, assisting in the drafting of strategic plans, governance of documents, standard operating procedures, project charters, quality assurance and other documents related to managing BMD programs. Support for project management may include but not be limited to the following activities: program integration, scheduling, and support multiple types of communications support.

· Acquisition Management Branch (ACMB) requires Contractor support in drafting required documents for acquisition program review by FEMA and NCP senior executives. Contractors must have a PMP certification in this division. There are specific documents that are mandatory for DHS programs to meet specified criteria. All documents must be updated in compliance with DHS timelines for updates, which may vary for the different documents. Contractors shall assist with the following:

o Assist in updating the Business Management Division Mission Need Statement if required, consistent with the vision of DHS, FEMA, the Preparedness and National Protection Office, and the National Continuity Programs Directorate

o Assist in updating the Capability Development Plan

o Assist in updating the Acquisition Plan for various programs/projects in BMD

o Assist in developing and updating an Integrated Logistics Support Plan. The Integrated Logistics Support Plan directs the identification and development of logistics support and system requirements, with the goal of creating systems that last longer and require less support, thereby reducing costs and increasing return on investment. The Plan addresses supportability throughout the lifecycle of the system. The impact may be measured in terms of metrics such as reliability, availability, maintainability, testability, and safety

o Assist in developing new Business Process Improvements (BPI)

o Facilitate and update BPI’s

o Assist in updating various Concept of Operations

o Assist in developing and updating Analysis of Alternatives for various projects

o Assist in developing and updating Lifecycle Cost Estimates for various projects within NCP

o Assist in updating the Test and Evaluation Master Plan (TEMP)

o Assist in developing new documentation required by FEMA or DHS

o Assist NCP Front Office with each item within this list that may be applicable to the Directorate as a whole

o Assist in writing documents that pertain to technical areas (i.e. acquisitions, business development)

o Assist in maintaining NCP/BMD website up to date

o Assist with SharePoint management documentation and anything related to SharePoint within BMD

o Assist in the creation of ACMB related PowerPoint presentations

Minimum Position Requirements

· BA/BS or MA/MS, preferably in business, public administration, or engineering

· 3-10 years of relevant experience in program, project, and/or portfolio management

· PMP certification required

· Prefer DHS or other federal government experience.

· Communicate effectively, both in writing and orally.

· Program and/or project management

· MS Office knowledge

· Adept in the operation and utilization of contemporary office machines (copiers, faxes, scanners, etc.)

Desired Education and Experience

· Government Acquisition or Contract Management experience, to include but not be limited to: developing, maintaining, and updating an integrated master schedule, assisting in the drafting of strategic plans, governance of documents, standard operating procedures, project charters, quality assurance and other documents related to managing programs.

Top Secret (SCI eligible)
