Debit Card Analyst Background The United States Southern Command (USSOUTHCOM) is one of six (6) regional Combatant Commands responsible for the command and control of all military operations worldwide. USSOUTHCOMs Debit Card Program is a versatile financial tool that enables USSOUTHCOM activities to provide an electronic alternative to carrying cash and checks while in the AOR. The contract requirement is needed for an integrated database and analysts to process 80-100 debit cards annually from initiation to closeout.
Job Duties Assist the paying agent with all required paperwork, training and customer service from the initiation of a DC packet through the end of an event and the reconciliation of the DC. Work with Paying Agents, Certifying Officer, and the DA to ensure reconciliations are submitted and corrections are made in accordance with policy timelines. If a DC Analyst identifies that a reconciliation has not been submitted in accordance with policy timelines, then the DC Analyst shall notify the DA or the COR immediately.
Serve as quality control of documents to ensure accuracy of information in DDS, Meta Bank and the CTIMS DC database. Maintain proficiency with the DDS as new training becomes available in order to help process and close DC packets within the system. Adhere to established timelines in SOUTHCOM Reg 73-1 to maintain accountability and efficiency.
Review DC packets for an initial assessment for errors or missing documentation. If errors and/or missing documentation is/are found, then the contractor shall identify the errors or missing documents and notify the paying agent within three business days of receipt of close-out packet. Once the DC packet is determined acceptable, the analyst shall push the packet to the next level for the auditor to certify the DC packet.
