POSITION SUMMARY: Under supervision of Program Management, performs duties in support of therapeutic services and provides comprehensive direct support services which are structured to meet the needs of an adult population composed of SMI, dual-diagnosed and/or referred persons. Provides clinical and administrative supervision, clinical oversight, training and mentoring for Case Managers, Field Clinical Liaisons, and Rehabilitation Specialists on assigned team; ensures clinical quality and productivity standards are met or exceeded by direct reports; ensures that assessments and individual service plans are developed and implemented (according to ADHS/DBHS guidelines) for each member on their team; performs related duties as required.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Provides and documents clinical and administrative supervision, consultation, and mentoring of daily clinical operations for direct reports ensuring that the needs of members are being met and that services are delivered as outlined in each member’s assessment and Individual Service Plan.
Monitors and evaluates case managers, peer health and wellness coaches, peer mentors, family mentors, rehabilitation specialists through clinical supervision and annual performance evaluation.
Provides clinical oversight of services provided, assessments conducted, and individual service plans developed for all members assigned to their team.
Is designated as the assigned Clinical Liaison for each member assigned to their team.
Functions as both the Substance Abuse Specialist and the Housing Specialist for their teams; provides assistance to other team members in these areas; serves as the subject matter expert regarding co-occurring substance abuse disorders and housing resources for the team.
Reviews all assessments and service plans;
Monitors staff productivity ensuring that the appropriate array and amount of services are provided to members. Ensures direct reports are documenting service provision as needed.
Ensures that direct reports are providing coordination of care to internal and external provider agencies, state entities or other stakeholders (e.g. probation officers, advocates, family member, hospital staff, jail staff, vocational rehabilitation, etc.) as needed.
Prepares reports as required by Clinical Director or Site Administrator.
Monitors population on Court Ordered Treatment (civil and criminal) to ensure that member and team are adherent to all terms of the court order. Prepares monthly COT report and submits to Clinical Director. Ensures that line staff communicate with courts as required either in person or written report and that such communication is consistent with the assessments, Individual Service Plans, and team recommendations for the member.
Works with the clinical team to ensure members receive appropriate care within the least restrictive setting including coaching and mentoring specific to inpatient and residential treatment discharge plans.
Brings to the attention of the Clinical Director and Site Administrator any unmet service needs identified by line staff in the treatment planning process and assists line staff in identifying interim services available to meet member needs.
Available on-call 24 hours/day, 7 days/week unless otherwise scheduled as part of a rotation or in event of a scheduled absence in which coverage has been arranged.
Pursues best practice outcomes for person with mental illness including continuing education, employment, independent housing and community tenure.
Coordinates with the PCP, Integrated Care Provider or RBHA Care Management Department when developing member’s integrated, individualized service plan, as appropriate.
Develops individualized service plans (ISP) that include goals related to member’s medical and behavioral health needs; screens for physical health issues.
Ensures clinical interventions recommended by the RBHA care manager/care coordinator are incorporated into the members care.
Coordinates transition of member care for PCP services into or out of the clinic setting.
Bachelor’s degree in non-behavioral health related field and two years behavioral health work experience; OR
Bachelor’s degree in a behavioral health related field and one year behavioral health work experience
One year of supervisory experience; in a behavioral health setting preferred
Must be 21 years of age
Minimum typing speed of 25 wpm
