LA28 Overview

The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Position Summary

The Games Planning & Delivery group (GPD) aims to deliver the most seamless, innovative, and engaging Games experience ever for all athletes, fans, partners, and the community. The Games Planning & Delivery team is currently organized in four key areas including Venues & Delivery, Revenue & Commercial, Games Operations, and Games Experience, but will expand to over 30 functional areas by Games time.

The Director, Games Operations will manage planning for the Games Operations team, helping stand-up and evolve key functions through the journey to 2028. The role will be responsible for generating insights and leading analysis for relevant work across Games Operations functions, capturing key learnings from other Games Organizing Committees and relevant partner organizations, and providing guidance and support for key operational plans.

In the near term, this role will focus on organizational design and workforce planning for the Games Operations team, in conjunction with LA28 Strategy and Human Resources. In addition, in collaboration with the other members of the GPD team, Government Relations and Commercial teams, this role will also support the thinking and efforts required of the Transportation, Security, and Business Integration functions within Games Operations.

Internally at LA28, this role will work in close coordination with the Games Planning and Delivery sub-function teams, as well as all functions across the organization. Externally, this role will be expected to build relationships with many key stakeholders and subject-matter expert advisors.

Key Responsibilities

Games Operations Strategy

  • Collaborate across GPD and the LA28 organization to deliver key Master Schedule milestones that are related to or have implications to key Games Operations functions
  • Develop Games Operations organizational design, functional area sequencing, and workforce plan ramping up to 2028 (together with Strategy and HR)
  • Gain deep understanding of technical requirements for key Games Operations functional areas that are not currently stood up, to help inform relevant go-forward strategies
  • Conduct research, develop insights, and conduct key analyses to inform business decisions across the Games Operations team
  • Package insights in a relevant, cohesive, and succinct storyline, with details applicable for the audience level

Functional Leadership

  • Help establish the process to identify relevant City services required for the Games, working across GPD functions, Government Relations, and City departments, as part of the Games Agreement with the City of LA
  • Cultivate an integrated approach with the Government Relations team to implement key requirements of the City of LA Games agreement, including support on other municipality agreement negotiations
  • Based on the commercial pipeline, work together with Finance and Commercial teams to identify Games Operations business integration opportunities, and assist in the development of sales narratives with the Games Operations lens
  • Identify and manage Games subject matter experts where insights are required for Games Operations functions to be stood up in the coming years (i.e. Logistics, Energy, Paralympic Integration, Accreditation, Medical, etc.)

Cross-Functional Support

  • Engage in two-way strategic and operational input and insight with other functional areas and new team-members as the organization grows
  • Partner with Government Relations to support the identification of State and Federal resourcing requests for relevant functions, based on precedent from previous Games
  • Partner with LA28 community relations to engage key constituents on the Games Operations planning
  • Partner with strategy and finance to ensure analytics and plans are informed by and connect to LA 2028's budget

Prepare presentations for executive staff and key stakeholders


  • Bachelor's degree required
  • MBA Preferred


  • Minimum 8-years of experience in planning and operational roles and/or 6+ years in management consulting
  • Deep understanding of major event planning in collaboration with multiple stakeholders
  • Expertise within the Public sector or City operations activities preferred
  • Strong analytical capabilities
  • Experience in a leadership role, building teams and working across various functions
  • Solid negotiation skills and diplomacy in balancing competing interests
  • Extremely detail-oriented with excellent organizational skills
  • Solid communication, team building, and interpersonal skills
  • Well-developed problem-solving skills and ability to work independently to resolve issues
  • Fluent working with Office suite products including Microsoft Excel and PowerPoint
  • Self-starter with experience in defining tasks, seeking feedback, and evolving work
  • Ability to work effectively in a close team environment,
  • Proven ability of building good interpersonal relationships with people across the organization, while balancing assertiveness with diplomacy
  • A collaborative mindset; someone who prioritizes the team and fosters a culture of high performance without ego
  • An innovative viewpoint, willing to challenge the status quo and thinking ahead to the future possibilities within the Movement
  • Ability to implement and manage change effectively
