Job Description

Overview

Knowledge Services is actively seeking a IT Project Manager for a 6-12 month project with the State of Maine's Department of Labor. This role is based in Augusta, ME.

 

Project Overview:

The goal of this project is to identify, analyze, and implement various enhancements related to business system support for the Department of Labor’s Unemployment Insurance program and system. This Project Manager will plan, coordinate, and communicate the work required to enhance DOL’s existing system to support the various changes related to the COVID-19 Pandemic. This project is currently staffed with a Lead Project Manager that this new Project Manager will partner with and report to.


The “DOL System Support Project Manager” will direct, control, administer, and regulate an enhancement project. The Project Manager’s primary responsibility is to drive the entire effort from start to finish. The Project Manager must ensure that the project is completed on schedule, on budget, and that the final product meets the business, technical, and established quality requirements.
 

Responsibilities

  • Provide scope details and schedule metrics to Lead Project Manager on recurring basis
  • Work with the Maine IT PMO for any additional resource needs to execute and complete the project initiatives
  • Develop of estimates for the enhancement or development effort in planning, analysis, design, construction, testing, and implementation. Adjust and revise estimates when necessary. Ensure new estimates are approved by the client and agreed upon.
  • Accountable for delivery of all work tasks identified in the project plan.
  • Capture and report required project management metrics.
  • Ensure all changes to scope follow processes and are documented.
  • Manage, and track the project progress against the project plan.
  • Monitor project milestones and phases to ensure the project is on schedule. Take corrective actions if a project begins to slip its schedule.
  • Prepares status reports on a periodic basis for project team, team leads, group leads, and Project Manager and appropriate stakeholders.
  • Plan, organize, prioritize, and manage multiple work efforts across application teams.
  • Develop the detailed project plan for the enhancement or development effort
  • Accountable for the final project management evaluation review with stakeholders for approval upon project completion.
  • Schedule or monitor status reviews, peer reviews, project management inspections, and software quality assurance work product and process reviews with the appropriate designated resources.
  • Notify team leads and the PMO of project timelines, milestones, phases, work requests target dates, and approved executable work package.
  • Analyze and distribute reports on project metrics associated with work items related to improvement measures to the client and the PMO
  • Manage scope for the project and gaining agreement and approval of scope changes with customer representatives and affected stakeholders.
  • Build and maintain relationships with key stakeholders and customer representatives.
  • Direct work planning and scheduling design work.
  • Identify and manage project risk and develops risk mitigation strategies, track to closure.
  • Ensure team leads adjust and revise estimates when necessary.
  • Anticipate issues and proactively address them in consultation with Lead Project Manager. Resolve conflicts with sensitivity and tact.
  • Responsible for project compliance with standards and procedures, as defined by MaineIT PMO.
  • Tailor and baseline all project templates.
  • Accountable for the final project management evaluation review with stakeholders for approval upon project completion.
  • Communicate to team members how their work assignments relate to and help achieve project objectives.

     

Qualifications

  • Experience gathering level of effort data as related to scope of project
  • Experience in developing all required assets to execute a project plan: Scope & Schedule Mgmt plan, Risk Mgmt plan, Resource plan, Communication plan
  • Experience developing core project monitor, control, and communication tools: schedule, risk log, status reporting
  • Experience with individual project manager contribution within larger project responsibilities
  • Experience working within a matrix-model accountability structure: project-to-project-to-PMO
  • Strong business user facilitation skills
  • Experience working with Data Warehouse constructs and concepts
  • Proficient in MS Project, MS Excel, Word, PowerPoint, Visio, SharePoint
  • Prior knowledge in unemployment insurance system support desired
  • Previous government experience is preferred
