KPERS offers competitive benefits and salary range of $67,346 to $82,499, commensurate with experience and qualifications. Applications will be accepted until Friday, October 9, 2020.

Position Duties

This is a professional management position that reports directly to the Deputy Chief Fiscal Officer for the support of the Fiscal Division goals and objectives. Responsible for the development, implementation, and oversight of the Employer Reporting Unit. Processes are performed in stringent accordance with applicable federal, state and local regulatory laws, rules and regulations, legislative directives, policies, provisions and objectives established by the Board of Trustees and the Systems Executive Director.

Essential Responsibilities

Responsible for the direct supervision, including hiring and disciplinary actions, professional development, team building and evaluation for staff within the Employer Reporting Unit. Must establish and maintain a positive and effective team environment conducive to collaboration, communication and high morale.

Responsible for the accurate reporting of all contributions, wages, optional group life insurance premiums and adjustments for over 1,500 employers and 280,000 members. Schedules and directs all research of employer files and reports required to balance the reports to enable the preparation of employers’ statements and update of member accounts. Responsible for the validation and audit trail of all member record changes completed on KITS (KPERS Internal Technology System).

Responsible for calculating and testing interest credited to members’ accounts. This can be annual interest for KPERS Tier 1 & 2 members, or quarterly interest for KPERS Tier 3 members. Responsible for also adding any yearly Special or DROP interest approved by the KPERS Board of Trustees. Manager will be responsible for the process of testing and finalizing correct interest amounts in a timely manner.

Responsible for the complex investigation and research on individual arrearages and disputed claims of employers and employees. Must perform extensive research on unreported and reported employer and employee contributions. Develops and implements procedures to ensure that accounting audit trails are in compliance with internal and external policies and auditing standards. Communicates directly with employers and their agents, auditors, Department of Administration personnel, and insurance providers on complicated payroll and reporting issues to determine if contributions and reports are submitted in compliance with Kansas Statues and KPERS’ Board of Trustee policies.

Responsible for working closely with the staff auditing function to make recommendations on employers that need more extensive review of reporting records. Notifies the Manager of Field Audit of significant discrepancies in employer reporting and employers who may need more detailed guidance.

Responsible for administering operations through the creation, review and revision of policy statements and guidelines as they relate to the Employer Reporting Unit. Determines changes or creates new procedures whenever necessary. Responsible for the documentation and distribution of said policies/procedures to agency personnel, and oversees the implementation of new items and changes. Develops solutions to operating problems. These steps facilitate compliance with generally accepted accounting principles, applicable federal, state and local regulatory laws, rules and regulations, legislative directives, KPERS Board of Trustees policies, and recommendations made by internal and external auditors.

Conducts special purpose projects as may be required by the Board of Trustees, the Chief Fiscal Officer or the Executive Director, regarding the interpretation and accounting systems impact of proposed legislation, board policy changes, and executive recommendations. Determines appropriate source for research data, and drafts statistical and narrative reports providing information regarding the KPERS employer reporting function; adaptability to possible modification, isolating constraints if any as well as identifying additional resources needed (equipment, software and personnel) to institute the change.

Education Required

An undergraduate degree with a minimum of 24 semester hours in accounting from an accredited college or university is required. A master’s degree in business, finance or accounting is preferred. Experience may be substituted at the discretion of the agency.

Experience Required

Five years of professional accounting experience is required. The System prefers independent work experience in professional general accounting. At least three years of supervisor experience is preferred.

Skills and Abilities

  • Proficiency in the use of Microsoft Windows and office software (i.e., Excel, Word)
  • Proficiency working with computer record systems for integration and accounting control.
  • Knowledge of General Ledger system structure and maintenance;
  • Knowledge of generally accepted accounting principles, practices, and standards.
  • Ability to analyze data and apply problem-solving techniques.
  • Strong interpersonal skills and ability to communicate and manage well at all levels of the organization
  • Ability to establish and maintain positive relationships and team environment.
  • Ability to organize and clearly express information in concise form.
  • Excellent written and oral communication skills.
