Purpose of this position is to lead and manage the estimating process and sole responsibility for all aspects of government estimating all projects including the most complex and large-scale jobs, including pre-construction, hard bids, negotiated bids, budgets, general conditions, value engineering, subcontractor relations and staying abreast of industry and software developments applicable to estimating and to quantify the materials, labor, and equipment needed to complete a project.
  • Ensure that the estimating process runs smoothly and efficiently, and client expectations are exceeded
  • Build relationships to understand client, designer and subcontractor needs and expectations
  • Explore documentation in order to gain a deep understanding of the project requirements
  • Prepare detailed conceptual budgets from pre-construction, concept design, schematic design and design development documents
  • Reviews and evaluates requests for estimates
  • Prepares and reviews estimates and revisions for completeness and accuracy
  • Reviews construction documents and understands scope of work to bid
  • Prepare cost analysis by recapitulating material, labor, equipment, subcontractor, and overhead costs occurred in heavy civil industry projects
  • Executes take-offs of construction documents
  • Inputs take-offs data into spreadsheets
  • Utilize the company approved costing methodology, data, and systems to present estimate results in a detailed breakdown format suitable for use by the project manager and the project team
  • Attend client pre-bid meetings and job showing, visit job sites, and keep a record of all verbal information disseminated by the client during the pre-bid meeting and job site walk
  • Prepare project cost estimates from the client's RFQ documents and drawings and any other information learned during the pre-bid site walk
  • Must have ability to explain details behind each estimate, including the basis of the man-hours allocated for each task, personnel resources needed to execute each task, etc.
  • Maintain cost estimating tools including databases, spreadsheets, and other computer-based applications to keep updated information on past performance and industry standards
  • Assists Project Manager on alternative project execution approaches based on the scope of work and the most cost-effective execution methods available
  • Maintain lines of communications between company departments, project manager, and client with regards to cost estimating activities
  • Understand and be able to review or generate construction schedules
  • Perform complex analysis of collected data and metrics
  • Prepare relevant and reliable forecasts
  • Conduct complex risk analysis activities
  • Create and present reports to upper management
  • Analyze and evaluate offers
  • Effectively manage and facilitates collaboration amongst team members
  • Effectively communicate with all stakeholders
  • Actively participate in business development activities, presentations and interviews
  • Develop and Lead others and act as a Subject Matter Expert
  • Develop and Prepare an in-house budget and GMP
  • Prepare quantity take-offs and apply unit pricing to establish a value for the work.
  • Understand the full scope of the project through document review, asking questions of the design team and subcontractors
  • Prepare value engineering and risk analysis
  • Prepare qualifications and assumptions for the estimate
  • Prepare cost comparisons/reconcile with previous estimates
  • Reconcile with outside Estimators
  • Manage subcontractor solicitation, procurement & selection process
  • Ensure quality control of departments bids and estimates
  • Understanding of the influence of market conditions on pricing
  • Actively participate as a team member working effectively with all colleagues and constituents

Education and/or Work Experience Requirements:
  • Bachelor's Degree required, preferably in Civil Engineering, Construction Management, Architecture or related field
  • Minimum of 10 years of experience in estimating
  • Minimum of 5 years of Federal construction experience, required
  • Excellent computer skills
  • Working knowledge of Excel spread sheets, and Word processing programs
  • Experience with estimating software such as e4clicks, sage timberline, rs means On-screen Takeoff, and Bluebeam

Physical Requirements:
  • Ability to maintain regular and punctual attendance
  • Must be able to talk, listen and speak clearly on telephone
  • While typical work week is Monday-Friday some Saturdays and Sundays
