Job Description
This position requires significant knowledge of the U.S. Army acquisition processes and systems. Please review the information below in detail prior to submitting an application.

Roles/Responsibilities:

  • Provide analytical support and co-lead efforts by managing and coordinating daily business operations, related communications, and processes; ensuring deadlines are met; developing business documentation and briefing materials; tracking the status of action items and milestones; and completing required reports.
  • Apply expertise in program analysis, research and development, and project management as they pertain to the OTA portfolio.
  • Act as co-lead for business projects from requirement writing through project implementation and execution.
  • Supervise the planning, funding, execution and evaluation of all supported business projects.
  • Plan and scope inter-related initiatives and assist senior-level business stakeholders to make informed decisions about which initiatives to begin and how to approach them.
  • Interface with the customer, project SMEs, and key stakeholders to gather and document functional business requirements.
  • Cultivate a relationship with influential stakeholders and advocate for the needs of the customer and end-users.
  • Understand thoroughly the application’s business space and its underlying data inputs and outputs.
  • Evaluate business processes, anticipate requirements, and recommend business process reengineering opportunities.
  • Provide insight and guidance to the customer during the prioritization of their short and long-term needs.
  • Iterate with the UI/UX Lead to generate mockups for proposed features.
  • Collaborate with technical staff to define the customer’s requirements from an implementation perspective and assess feasibility of proposed designs and solutions.
  • Organize requirements into epics and stories, generate Acceptance Criteria, and convey this information during Sprint Planning meetings.
  • Trace customer requirements from inception through delivery.
  • Conduct User Acceptance Testing (UAT) to ensure the solution fulfills the client’s expectations.
  • Maintain open and continuous dialogue and engagement between internal and external organizations concerning strategic operations, and integrate pertinent information into current business operations.
  • Evaluate schedules, technical milestones, and performance goals for all supported projects, meeting all end user objectives.
  • Provide coordination and staff support at meetings, program reviews, conferences and briefings by producing the agenda and meeting minutes, preparing presentation materials and displays, hosting or participating in the event, and recording and tracking action items.

Required Skills and Education:

  • Bachelor’s degree in Business or related technical field. Five (5) or more years of experience, to include one (1) year as the team leader of an acquisition project.
  • Experienced in the management of acquisition programs.
  • Experienced in both R&D production and/or deployment phases of the acquisition process.
  • Experienced in integrating Army and Joint Service system acquisition documentation (includes Department of Defense (DOD), Army, and Army Test and Evaluation Command (ATEC) regulations, pamphlets, instructions, and guidance) in the development of DOD system acquisition products for T&E systems/subsystems.
  • Experienced in conducting T&E of Army and Joint Service systems/subsystems.
  • Experienced with oral and written communication such as briefings, writing technical papers, etc. (includes T&E plans and reports such as System Evaluation Plans (SEP), Test & Evaluation Master Plans (TEMP), Early Strategy Reviews (ESR), Concept In Process Reviews (CIPR), OT and/or DT Test Plans, Operational Test Agency (OTA) Milestone Assessment Reports, OTA Evaluation Reports (OER), OTA Assessment Reports (OAR), Capabilities and Limitations Reports (CLR), Safety Releases (SR), and Safety Confirmations (SC) for T&E systems/subsystems).
  • Preferred: DAU Level III certification in business/acquisition or its civilian equivalency.

  • Active Secret.
