We are seeking a Facility Security Officer to join our federal team at our Rockville, Maryland location. The Facility Security Officer (FSO) is responsible for overseeing and managing our regulatory compliance with Government security regulations and standards across multiple business organizations. This position will maintain external relations with Government regulators and agencies, the National Defense and Intelligence Community, Industrial Security Associations and Defense Contractor companies. The FSO will advise employees on security and compliance matters, including the administration of classified Government contracts and the safeguarding of Classified and Controlled Unclassified Information. The position requires independent judgment, discretion, and the ability to work with minimal direction.

As a Facility Security Officer, you will:

  • Monitor and enforce government and company security regulations and directives in accordance with NISPOM, DCSA, client contracts, and company policies.
  • Process personnel security clearances, ensuring applications are completed accurately and timely, and administer and manage information in DISS.
  • Oversee the administration and safeguarding of classified information, ensuring materials are properly marked, controlled and destructed.
  • Conduct regular audit and compliance assessments, including facility inspections, building security controls, FOCI and FSO security controls, vulnerability assessments, file and record reviews, risk assessments, security surveys, OPSEC assessments, and Contract Security reviews; identify and mitigate security risks appropriately.
  • Prepare for and participate in DCSA inspections and audits; maintain certifications and access to government portals for security clearance processing, and accreditation of our facilities in accordance with DCSA and NISPOM.
  • Review, analyze and advise on a broad range of contractual agreements to provide clear guidance on security requirements outlined in customer-issued DD254s; review contract DD254s for accuracy and develop DD254s for subcontractors as needed.
  • Investigate security incidents, suspicious contact reports and violations involving Government programs and Industrial Security Compliance regulations.
  • Develop, update and provide security education and awareness programs, including initial security briefings, debriefings, foreign travel briefings, refresher briefings and FOCI training to cleared and uncleared personnel as required.
  • Support classified information system (IS) regular maintenance, support and upgrades during program execution. Maintain day-to-day security posture and continuous monitoring of IS, including security event log review and analysis and account audits.
  • Collaborate with IT on compliance-related matters, including CMMC and NIST 800-171.
  • Manage access control of the facility through issuance of employee and visitor badges and regular inspection of visitor logs regularly to ensure there is a secure working environment for employees, vendors and company visitors.
  • Maintain external relations with Government regulators and the Intelligence and Defense community.
  • Maintain active membership and involvement as a representative of JCFS in Industrial Security Associations.
  • Participate in the company's Insider Threat Program (ITP)

Required Qualifications:

  • Bachelor's degree with 5 years relevant work experience; or 7+ years relevant work experience.
  • Thorough working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and other relevant DoD security guidance.
  • Professional demeanor with good interpersonal skills.
  • Strong communication skills with the ability to communicate effectively, written and verbal, with all levels of management.
  • Strong organizational, analytical and problem-solving skills with ability to make time-sensitive, sound decisions with minimum supervision.
  • Ability to obtain and maintain federal security clearance

Preferred Qualifications:

  • Experience with DISS, NISS, eMASS, e-QIP, ACCS and SWFT
  • Understanding of Foreign Ownership Control and Influence ("FOCI") mitigation programs, including Government Security Committees, Security Control Agreements, Electronic Communication Plans, Technology Control Plans, and related Governance frameworks.
  • Experience working with ISSM related duties; establishing, documenting, and monitoring cyber security program implementation plans, and ensuring compliance with regulatory agency cyber security policies and procedures
  • Active Security+ certification
  • Active Department of Defense Top Secret (or higher) level security clearance
