Major Responsibility Areas And Duties
Manage Human Resource functions within the government defense contracting environment to support a geographically dispersed workforce while maintaining requirements under the Service Contract Act.
Coordinate company compliance with all existing governmental and labor legal and government reporting requirements including, but not limited to any related SCA (including H&W) benefit compliance, Equal Employment Opportunity, OFCCP, ADA, FMLA, ERISA, DOL, FLSA, DCAA, Worker Compensation, and OSHA regulations.
Provide support to all unionized locations; provide HR contract negotiations and interpretation of CBA’s. Handle grievance procedures. Employee assessments, job evaluations, recruitment, new employee orientation, supervisory training, and employee relations as it relates to represented employees.
Establish, implement and maintain a company-wide safety program.
Oversee Human Resources Department to include; manage, mentor and coach Human Resources staff.
Responsible for the development of Affirmative Action Plans, Compensation Plans, and other regulatory policy compliance documents.
Develop and maintain Human Resource policies, procedures, and practices to ensure they are implemented successfully at all levels.
Manage all Human Resource programs including; performance management, training (Harassment, Ethics), employment law compliance, compensation, benefits, employee relations, rewards and recognition, and retention.
Work with Executive Management to effectively transition all Human Resources functions during new contract phase-in/transitions.
Monitor and recommend changes to Human Resources practices, to include compensation, that reflect current market conditions.
Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
Develop and manage the Corporate Benefits budget.
Investigate and analyze matters of concern to the company, applicants, employees, and/or the public and recommend to management and implement appropriate remedial measures.
Oversee with a hands-on approach, with assistance from the Human Resources staff, to include; HRIS management and maintenance, benefits administration, recruiting, administration of internal paperwork, maintenance of personnel records and files, desk manual changes/updates.
Work with all departments to continuously identify ways to streamline processing, paperwork, and compliance.
Prepare annual reporting VETS4210/EEO-1, etc.
Responsible for pro-active employee relations, communication support, internal management consultation as related to the Human Resource function.
Respond to unemployment and other governmental/financial inquiries regarding employment information in accordance with company guidelines
Assist company officers with various employee benefit programs, such as life, medical, dental, vision, accident and disability, pensions, and retirement while serving as liaison for employees with benefits enrollments, changes, and inquiries to include:
Annual benefit audits as legally required.
Implementation of human resources procedures to initiate and coordinate benefit programs.
Preparation and completion of forms and reports related to benefit enrollments as requested.
Monthly benefits reconciliations by verifying the calculation of the monthly premiums statements for all group insurance policies and maintains statistical data relative to premiums, claims, and costs. Resolves administrative problems with the carrier representatives.
Researches annual lists of present, new, and former pension plan participants for all pertinent data. Submits data and documents to the appropriate committee, trustee, or actuary. Initiates the commencement of pension benefits. Maintains files of pension plan history, pension data, correspondence, reports, and forms. Initiates record keeping and retrieval methods in compliance with government regulations. Submits information to actuary for actuarial valuation of pension plan.
Assists with the preparation and distribution of appraisal forms to supervisor for completion; records, files, and follows up on return of completed forms; sets up new appraisal dates. Computes salary changes, prepares status forms, and assists payroll with the weekly verification of deductions. Prepares status changes for hourly general and automatic increases.
Responsible for the creation and completion of benefit surveys to employees to rate the benefits offered by the company.
Analyze data quarterly and submit statistical reports on trends in employee benefits use/ changes that impact costs to individual contracts and company as a whole.
Serve as the primary contact between employment benefit vendors and employees to ensure adherence to plan provisions and to resolve issues or concerns regarding plan administration.
Develop communication tools to enhance employee understanding of the company’s benefits.
Administers COBRA and FMLA
Responsible for annual benefit audits as legally required.
Assure timeliness and accuracy of required filings.
Implements human resources procedures to initiate and coordinate benefit programs.
Design and distribute Open Enrollment material to include plan changes and options.
Perform benefit plan audits.
Maintains statistics and reports monthly on employee participation in the provided health plan co-pay assistance program.
Manages, plans, coordinates, and heads the quality control program designed to ensure continuous production/Service consistent with established standards.
Oversees the development and analysis of statistical data and specifications to determine present standards and established proposed quality and reliability expectancy.
Minimum Requirements And Qualification
Bachelor's degree in Business, Human Resources, Industrial Relations, a related field, or equivalent experience in Human Resources or related discipline.
Five years’ experience supervising/managing a Human Resources Department for a government defense contractor.
Two (2) years’ experience in a Union environment is preferred.
Must have experience supporting a geographically dispersed defense contractor workforce and multiple benefits plans.
PHR/SPHR certification preferred
