Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, D.C. seeks a highly qualified individual to serve as Regulatory Rules Writer in support of the United States Agency for International Development (USAID) Global Health Program.
USAID's Office of Acquisition and Assistance (OAA) seeks to reform its acquisition and assistance capacity to work directly with local non-governmental partners, as a complementary effort to Global Health’s priorities in the area of government-to-government partnerships. The goal is that USAID regulations and policies are improved to better anticipate local partnerships and offer means to address common challenges and needs of such partnerships.
The Regulatory Rules Writer/Consultant must be a subject matter expert with the ability to analyze comments from the FAR Council, OMB, industry associations and other stakeholders. The consultant should be capable of performing this work and have 20 + years of experience working in Federal acquisition legislation and extensive contacts with Civilian Agencies Acquisition Council, the Defense Acquisition Regulatory Council (DARC) or other regulatory or statutory groups, as applicable.
The Consultant’s duties will include:
o Research procurement and assistance laws, regulations and policy to inform case development, draft case documentation and coordinate consensus among multiple stakeholders;
o Analysis and disposition of comments from the Federal Acquisition Regulations Council, OMB, industry associations, and other stakeholders;
o Formulate and justify new statutory and regulatory initiatives to address barriers to local partnerships and resolve critical acquisition and assistance process problems;
o Draft any proposed revisions to the statutory text to outline the proposed amendments and subsequent regulatory revisions and assist in chaperoning these regulatory changes through the legislative and/or rule-making process;
o Provide expert responses to Congressional correspondence on complex and controversial issues, drafts, testimony and presentations designed to obtain USAID goals and objectives;
o Serves as principal advisors to M/MPBP and M/OAA on assigned areas of work;
o Guide development of and draft key messages and talking points for USAID officials;
o Write and present decision points for leadership, prepare formal responses to requests for information.
