Job Description
Jefferson Solutions, a well-respected government consulting company of the Jefferson Consulting Group, woman-owned small business, is seeking candidates for a Business Analyst II position to support the Federal Railroad Administration (FRA)


1. Support deliverables associated with DOT’s Professional Services Category Management initiative
  • Summarize data sets and create presentations for stakeholders
  • Develop recurring reports for category management initiatives which outline the spending type and provide recommendations on vehicles to use to increase spend under management spending
  • Ensure professional services webpage is up-to-date and accurate
  • Analyze use of professional services webpage and provide recommendations on how to improve
  • Draft and distribute communications associated with category management initiatives
  • Support the creation and execution of professional services category management goals and accomplishments documents

2. Develop messaging and content for communicating updates and initiatives to FRA employees

  • Work with senior leadership to gather statistics and create reports/infographics to share data in layman’s terms to FRA personnel
  • Prepare employee messages, project updates, PowerPoint presentations, annual reports, and other documentation
  • Understand, analyze and communicate information from FRA IT, human resources, and acquisition
  • Prepare technical reports by collecting, analyzing, and summarizing information and trends
  • Support collection, organization, and presentation of data
  • Assist in content management of RAD' s Intranet pages
  • Review previous communication and reports and provide recommendations for improvements with current data and finalize with input from FRA personnel
3. Creation of Support and improve tracking mechanisms/spreadsheets for Working Capital Fund and recurring expenses
  • Collect, document, analyze, and summarize monthly "working capital fund" expenses
  • Review Working Capital Fund IT expenses and provide briefings on reasons for changes in expenditures
  • Create presentations and materials for Directors on status of working capital fund and RAD budget expenses
  • Support the review, analysis, and execution of RAD budget
  • Support IT spend plan creation and execution
  • Track travel and training budget.
4. Support deliverables associated with RAD-wide initiatives including but not limited to RAD goals, procurements, and purchase cards.
  • Collect and document internal, processes and policies
  • Work with RAD CORs to collect acquisition package materials and submit procurement documentation within the PRISM system according to PALT times
  • Monitor procurement progress by tracking activity, resolving problems, publishing progress reports, and recommending actions
  • Gather updates from each office for RAD goals. Track and present RAD goals metrics quarterly to RAD leadership.
  • Develop tracking mechanisms, visualization tools, and dashboards for communicating status of recurring activities/performance metrics.
  1. For example: Metrics used by RAD and reported outside of FRA (ex: cycle times, acquisition goals, etc)
  2. This task may require collaboration with FRA’s IT design team.


    1. Assist in the development and execution of FRA wide initiatives/processes, seeking opportunities for improvement, efficiency and effectiveness:
  • Support the execution of the FRA training plan and accomplishments documents
  • Support the tasks of the FRA Employee Development Council
  • Provide analysis of FRA staffing plans and reports
  • Provide analysis of Employee Viewpoint Survey and provide recommendations on future processes as well as support implementation of approved recommendations

 5. Assist in the execution of administrative/executive assistant duties in support of the Office of Administration
