**Specialized Manufacturing Manager of Construction \(MOC\)**
The Manager of Construction \(MOC\) is responsible for integration of Global Field Services \(GFS\) Construction into the Specialized Manufacturing Line of Business \(LoB\), providing the interface between engineering and construction\. This is a business\-critical role that ensures successful Integrated Project Delivery of CM and EPC\(M\) work\. The MOC ensures early engagement with the LOB during middle\-game to bring the "construction driven" project delivery approach to the team, and then leads this approach through to implementation and closeout of the project\.
a\.The MOC is the interface between New Opportunities/Top Prospects and Engineering and Construction teams\.
b\.Global Field Services will support sales and proposal efforts with the identification of candidates as needed\. The MOC will work with Operations, HR and Sales to ensure best\-fit resources are utilized for sales opportunities\.
c\.The MOC will make sales presentations on construction services to key clients\.
d\.The MOC will assist with negotiating contracts, commercial terms and rates\.
e\.The MOC will bring expertise to the team in order to influence the most effective execution approaches \(EPC vs EPCM\) for the work\.
a\.The MOC has administrative responsibility \(Performance Reviews, Timesheets, etc\.\) for his/her team of Construction Managers and their staff\. As agreed with the LoB, the projects may take on some of these responsibilities \(e\.g\. time sheets\)\.
b\.The MOC is responsible for training and coaching, as well as career development for CMs\.
c\.The MOC will identify needs and availability of people in advance of sales pursuits and staffing requirements\.
d\.The MOC will work with the Vice President of Construction for Advanced Facilities and other LoB MOCs in strategic placement of CM staff for both professional development and ensuring high caliber delivery staff are assigned to key projects\.
a\.Works closely with the other BUs during forecasting to capture prospects where margin will be shared based on corporate policy\. The owning BU will need to ensure that we haven't double\-counted the margin forecast\. The MOC will coordinate this effort in concert with GFS Finance and ensure he/she has overall understanding of the forecasted opportunities\. \(Schedule 3\)
a\.The MOC has responsibility to oversee management of multiple large construction projects of high complexity\.
b\.The MOC will serve as a prime contact with clients, assisting the LoB to position, plan, sell, and execute EPC & EPCM projects in accordance with consistent GFS construction processes and procedures\.
c\.The MOC will work closely with the LOB Project Director to ensure proper set up of the job -including staffing, processes, tools and procedures are in place\.
d\.The MOC has oversight for the safety of the CM projects and will work closely with the GFS safety leadership to ensure correct reporting, assignment of staff, leadership of 48 hour calls, etc\.
e\.The MOC will ensure Construction Readiness Reviews \(CRRs\) are conducted at appropriate times and that OPRs are conducted monthly\. The MOC will report back to Director of Construction Management on actions/critical activities including cost, schedule, quality and client issues\.
f\.The MOC may be involved in Gate Reviews as necessary to ensure progress of the work
g\.The MOC ensures appropriate technology is utilized on the construction projects, through coordination with GFS Technical Services and the LOB\.
a\.The MOCs are part of a community of practice that ensures consistency across all MOC activities within Jacobs\. This requires collaboration across LOBs and leadership/participation in various meetings and forums as necessary\.
b\.The MOC is responsible for ensuring all required licenses and certifications are acquired and maintained\.
1\.Engineering or Construction Management degree with an advance degree preferred; minimum of 15 years' experience in positions with progressive accountability
2\.Direct hire construction delivery, with lump\-sum EPC work preferred
3\.Working knowledge of the Jacobs sales process - including client presentations
4\.Breadth of experience in multiple markets including Chemical/Biochemical & Heavy Industrial Manufacturing\. International experience is desired but not required\.
5\.OSHA 30\-HR certification or higher
6\.Thorough knowledge of union/non\-union/merit shop execution and project labor agreements\.
7\.Understanding of systems turn\-over and development of turn\-over packages\.
8\.Knowledge and development of conceptual estimates, construction management and temporary/general conditions cost, work package and contracting strategies, scopes of work, construction bid packages and project execution plans\.
9\.Strong writing and presentation capabilities\.
10\.Familiarity with ASME, ACI, and NEC Codes, welding, rigging construction permitting and licensing\.
11\.Understanding of Integrated Project Delivery, Lean Construction, Sustainability, 4D Construction and Advanced Work Package Concepts and Methods\.
12\.Extensive travel involved\.
