The Facility Security Officer administers the local Jacobs security program, conducts random inspections of all aspects of the project operations for compliance with applicable client, DOE and NISPOM guidance.
Maintains compliance with
DOD and DOE security and related policies, procedures
Manages security related issues
including physical and IT security in the Idaho Falls and INEEL, Idaho
Maintain and track all
personnel security actions.
Coordinate with JTI (Tullahoma,
TN) and NP&C (Oak Ridge, TN) FSOs to conduct initial, and refresher
Coordinate with and maintain
close working relationships with client security counterparts.
Maintain and submit changes as
required to the Site Security Plan (SSP) and Visitor Security Plan (VSP).
Monitor compliance with all
client driven security requirements at the Jacobs Idaho Falls and INEEL
sites including SSP and VSP compliance.
Function as the lead for client
driven security audits.
Develop and facilitates new
employee security in-briefings, annual refresher briefings, required
classified clearance holder refresher training and debriefings of
terminating employees, and required annual self-assessment.
Coordinate with the client to
initiate new security clearance requests, monitors eQIP progress and
maintains a files of current clearance holders.
Prepare and track visit
requests per client directive.
Report required foreign travel
and briefing(s), foreign visitors to the Idaho Falls and INEEL sites and
annual foreign employee reporting.
Function as the Site Manager's agent for security control of subcontractors and reporting of incidents of security concern, investigates reports of security violations and prepares incident reports and coordinate with respective FSOs.
- FSO certification
- Associate Degree or above preferred
- Familiarity with the NISPOM, DOE and DoD security programs and relevant instructions
- Recent experience with any federal program involving security interest
- Ability to relocate and work in the Idaho Falls / INL areas
- Ability to work maintain confidentiality of company information and data
- Requires ability to communicate effectively and professionally with subordinates, peers, and senior management
- Employee must be a sole U.S. citizen and be able to obtain and maintain a DOD or DOE security clearance
Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
