Under supervision of the Division Manager for Project Planning, the subcontractor shall provide Subject Matter Expertise (SMEs) for services and expertise to evaluate, implement and support ongoing EIP planned improvements in Project Planning approaches, procedures, and processes. EIP project planning requirements continue to grow, increased efficiency and effectiveness is critical to meet internal and external customer requirements. The subcontractor will support continuation of the development and implementation of a Construction Acceleration Project Planning (CAPP) approach that delivers projects from idea, through discovery (Phase Gate 1), planning (Phase Gate 2) and in the transition to development (Phase Gate 3). Support will include deliverables based on the needs of the Project Planning Division to ensure that projects can consistently move to execution with adequate rigor and diligence to minimize impacts during the execution phases.
EIP continues to evaluate and modify site work practices to establish a consistent, measurable, time critical and cost-effective program for project delivery. The subcontractor shall support the evaluation and implementation tasks for the planned changes as the Project Planning Division matures.
SMEs will review and evaluate the present practices, complete discussions with key stakeholders of the process, review the modifications being implemented in the Critical Site Infrastructure (CSI) and other programs to recommend, test, and implement potential improvements, while identify areas for further consideration and development. This scope will require at least one (1) dedicated SME working directly with the CSI and other programs simultaneously to meet the timeline for the deliverables for Phase Gates 1 and 2. The SME will be responsible to the Project Planning Division Manager for the development of project planning /programming processes and artifacts as instituted by the Construction Acceleration Planning Process (CAPP) for Phase Gates 1 and 2. The initial review, development and maturity of project artifacts for the CSI and other programs noted above will require both onsite and remote work. Deliverables for this task include but are not limited to; the development and or maturity of the CAPP artifacts for Phase Gates 1 & 2 and to provide support of Phase Gate 3 deliverables as part of the IPT. Artifacts may include but are not limited to; cost estimating refinement, schedule reasonableness, FRD development, Charter development, IPT identification, risk registers, WBS Dictionaries, constructability understanding, maintainability reviews, quality adherence, lessons learned integration and development, and mitigation plans to address project artifact maturity. This task will be iterative and will require individual SME support in the CSI and other programs requiring the SMEs to gain key insight into the gaps, opportunities and strengths of the processes. In addition, the review of existing projects within Phase Gates 1-3 of the project lifecycle will be critical to ensure alignment with the vision of the Project Planning Division. The ancillary reporting deliverables will also include details on progress made supporting subtasks, key milestones, and associated deliverables. This will also include consideration on the metrics and maturity reviews to ensure a measurable and consistent project delivery across the project spectrum while utilizing a graded/tailored approach. The subcontractor will work to be to complete with the development and integration of artifacts and changes as noted in Task 1 by the end of quarter four (4) in FY24 with the subcontractor providing Monthly Reports detailing progress, issues, support needed and a two month look ahead aligned with the monthly deliverables identified below in greater detail.
Required Knowledge, Skills and Abilities
- Acquired and demonstrated use of logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Advanced expertise with multidisciplinary knowledge in several areas such as engineering, architecture, operations, and business management functions.
- Fiscal management experience with federal funds, and a solid ability to understand, develop, and forecast budgets.
- Strong ability to accurately complete complex tasks efficiently and thoroughly.
- Experience managing projects with values ranging from $15M to $50M.
- Advanced knowledge of JGMS-GS organizational functions, structure, and business operations.
- Strong proficiency with Microsoft Office, MS Project or other project management tools.
- Exceptional time management and organizational skills including prioritization of tasks under strict deadlines, and the ability to manage multiple projects at the same time.
- Excellent interpersonal, communication, and technical writing skills with the ability to create and present material to senior management and clients.
- Professional certification/membership may be required within the first year of moving into this classification.
