Job Overview:

The Customer champions data management, governance, accessibility and quality in accordance with the official enterprise data strategy and strategic direction implemented by the Customer's Chief Data Officer. The Customer delivers high-quality, timely and secure information technology solutions and services in support of a global business system ecosystem.

The Customer requires support for the Customer data repository for enterprise systems, a centralized database for corporate data shared by many applications Customer wide, the Customer Financial Data Warehouse (FDW) and the migration of data to new repositories to support the Customer's business data strategy.

This role is part of a team that will:

  • Execute project management principles utilizing the Customer's agile methodology framework.
  • Provide a total systems perspective, including understanding of project relationships, dependencies, and requirements of hardware and software components.
  • Recommend to the Customer, changes to current applications and databases based on Customer requirements.
  • Recommend to the Customer, modernization options for data hosting, data cleansing, data transport, data exposure and data ingestion at an enterprise scale.
  • Make recommendations to the Customer for modernization with a focus on performance, security, and cost, with the flexibility to store and manage large volumes of disparate, enterprise datasets while identifying the authoritative dataset and reducing dataset duplication.
  • With Customer oversight, select appropriate cloud services to design and deploy applications and databases based on given requirements.
  • Manage instances of cloud infrastructure services and multiple cloud servers.
  • Manage enhancements and improvements to current data systems technology and processes, including data access authorizations against enterprise-approved user attributes and solutions with Customer oversight.
  • In consultation with Customer's management, assist to determine both technical and business goals and make detailed plans to accomplish these goals.
  • Create functional design specifications, architectures and render support with other cloud project deliverables.
  • Continuously evaluate program progress and evaluate incoming information to ensure the program is progressing on schedule.
  • Assist the Customer's product owner with the assessment of program requirements and entering requirements appropriately into Customer's tracking tools.
  • Assist the Customer's product owner with mitigating or avoiding risks.
  • Assist the Customer's product owner in alleviating program issues.
  • Coordinate stakeholder engagements, such as user requirements sessions and training.
  • Define, analyze, track, review, and categorize technical and functional requirements.
  • Support tasks requiring collecting, compiling, evaluating and publishing information and statistical data included in documents, records, forms, reports, plans, policies and regulations.
  • Interface with stakeholders to ensure user stories are accurately and properly documented.
  • Manage agile stories via Customer-approved methods.
  • Use Customer-approved tracking system to document and track issues and problems.
  • Provide program or project verification and validation.
  • Provide frequent contact with customers, traceability within program documents, and the overall computing environment and architecture.
  • Provide data architecture, analyst and integration support to identify the enterprise data needs and design master 'blueprints' , to include alignment to customer's systems, data investments, business strategy for Customer consideration, and data access governance as directed by multiple functional data stewards.
  • Outline high-level, integrated designs to meet requirements for Customer consideration.
  • Participate in daily scrum meetings.
  • Provide operations and maintenance of databases in the cloud infrastructure.
  • Implement changes to current applications and databases based on Customer requirements with Customer concurrence.
  • Support Customer's representatives in cloud environment purchase, engineering, and architecture related activities as applicable to applications and databases.
  • Provide project management support to the Customer Software Development Lifecycle process.
  • With Customer oversight, develop applications and modifications to existing Customer applications in compliance with the Customer's architectural and Authorization and Accreditation (A&A) process.

Required skills and demonstrated experience:
  • Demonstrated experience utilizing Oracle and PostgreSQL databases.
  • Demonstrated experience with Tableau and COGNOS for reporting presentation.
  • Demonstrated experience developing and interfacing with Application Program Interfaces (APIs).
  • Demonstrated experience performing testing and quality assurance of developed solutions within the existing Oracle data tier.
  • Demonstrated experience developing, creating, and modifying data structure and data load routines for analytic use cases.
  • Demonstrated experience working with relational data tiers including cleansing, transforming and processing of structured data.
  • Demonstrated experience developing and supporting applications using Java, JavaScript, and Python.
  • Demonstrated experience working with views, triggers and Oracle PL and SQL.
  • Demonstrated knowledge of Amazon Web Services environments, including RDS, S3, etc.
  • Demonstrated experience working within an Agile project management model.
  • Demonstrated experience aligning data architecture with enterprise strategy and architectures that integrate and improve the quality of enterprise data.

Highly desired, though not required, include:
  • Demonstrated experience as agile scrum master.
  • Demonstrated experience with Amazon Web Services/Cloud Data Migration Services.
  • Demonstrated experience with JIRA.
  • Demonstrated experience with IMMUTA data policy.
  • Demonstrated experience collaborating with Customer staff, IT customers, and other technical and non-technical staff and contractors at all levels.
  • Demonstrated experience with a variety of data repository types (i.e., relational, NoSQL, distributed processing framework, etc.).
  • Demonstrated experience creating and interfacing with REST APIs.


US Citizenship:
  • This position requires US Citizenship. Verification of US Citizenship to meet federal government security requirements will be confirmed.

Security Clearance:
  • The successful candidate must have an active U.S. Government Top Secret Security Clearance with a Full Scope Polygraph.
  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.

Travel:
  • This position is expected to be onsite. The position will be located within the Washington Metropolitan Area (WMA).
  • Local travel/POV will be on an as needed basis, within the local place of performance.
