Job Description


General Summary

Primarily Manages Operations and Maintenance (O&M), repair, minor construction and sustainment contract for Government Healthcare facilities under the guidance of site Project manager. Secondarily, is responsible for  implemening and overseeing Safety& Health, Enviromental Compliance, and Quality Control programs at this jobsite.

Essential Duties and Responsibilities

  • Responsible for effectively managing and leading a team of union contract employees comprised of various Tradespersons, Administrators and Supervisors to deliver contractual requirements
  • Responsible for ensuring timely and accurate delivery of all required Government and Company reports/deliverables
  • Responsible for ensuring timely delivery of all required Government and Company training, certifications and personnel development
  • Conduct QC inspections for Operations and Maintenance, Safety, Fire prevention and Enviromental Services.
  • Inspect work performed at the site to ensure appropriate quality.
  • Maintain records of inspections and certifications.
  • Periodically review the quality control program to ensure compliance.
  • Examine processes for preventative and corrective maintenance; make suggestions based on findings.
  • Schedules/performs inspections/re-inspections to ensure problems have been resolved.
  • Conduct over the shoulder (work in progress) maintenance quality control inspections.
  • Conduct customer satisfaction surveys regarding work completed on-site.
  • Gather monthly inspection data, prepare and submit reports to Project Manager/ Corporate Office for comparison to contract.
  • Communicate with management regarding feedback from inspections and customer related issues to ensure contract compliance.
  • Conduct supervisor and employee training regarding company policies and procedures involving quality control inspections.
  • Research quality related information; incorporate information into policies and procedures.
  • Use the DMLSS system to extract and input maintenance records, search for scheduled maintenance orders and print reports.
  • The QC Inspector shall be on site during the Government’s regular working hours
  • Review all safety incidents/accidents/near misses, conduct thorough investigations, report the findings, manage the corrective actions, and responsible for OSHA log recordkeeping. 
  • Generate, conduct, coordinate and track all site safety training.
  • Coordinates Activity Hazard Analysis Program (AHA)
  • Chair the Safety Committee to identify areas of improvement and provide direction and accountability for the committee member’s deliverables.
  • Conduct supervisor training regarding company policies and procedures involving incidents and accidents.
  • Conducts or directs research studies to identify hazards and evaluate loss producing potential of given system, operation or process.
  • Develops accident-prevention and loss-control systems and programs for incorporation into operational policies of organization.
  • Management and Administration of Safety Management Program
  • Coordinates safety activities to ensure implementation of safety activities throughout organization.
  • Compiles, analyzes, and interprets statistical data related to exposure factors concerning occupational illnesses and accidents and prepares reports for information of personnel concerned.
  • Oversee the Quality Control inspection process for maintenance, safety and fire safety.
  • Research quality and safety related information; incorporate information into policies and procedures 
  • Gather monthly inspection data and submit reports to Project Manager/Regional Office for comparison to contract.
  • Use the DMLSS system to extract and input maintenance records, search for scheduled maintenance orders and print reports.
  • Oversee the Environmental Program to include compliance evaluations and documentation, reviews, and meetings, inspections, reports and documentation.
  • Briefs/advises senior management regarding regulatory environmental issues and compliance.
  • The SSHO shall be on site during the Government’s regular working hours
  • Other duties as assigned.

Knowledge, Experience and Skill Requirements

  • Knowledge of mechanical systems and proficiency with standard testing tools
  • Ability to conduct quality control inspections
  • Have a background in facility operation and maintenance, construction or a related field
  • Must have the ability to work independently with minimal supervision
  • Experience with Respiratory Protection, Fall Protection, and confined space programs.  
  • Strong written and oral communication skills

Licenses and Certification


  • Minimum of 3-5 years of experience with Management, Safety & Health preferably with Operations and Maintenance
  • OSHA 30-hour General Industry certification
  • Valid Driver’s License


  • Certified Safety Professional (CSP) or
  • 40-hour Hazardous Waste Operation and Emergency Response certification-29 CFR 1910.120(e)
  • Certified Healthcare Safety Professional (CHSP) or
  • Meet the requirements of EM 385-1-1 Section 1
  • CPR/First Aid/AED Instructor
  • OSHA 10 or 30 Trainer

Work Environment

Work is performed indoors and outdoors. Required to wear protective clothing and devices when working with hazardous chemicals.  Subjected to hazardous gases, high pressure gases, hot liquids, dirt, dust, and oil/grease.  Requires, standing, stooping, climbing, and lifting heavy objects to perform duties.  Physical demands include ascending and descending ladders, scaffolds, and platforms.

  • Possible exposure to hazardous materials, requiring use of respirators and personal protective safety attire and equipment.
  • May require entering confined spaces such as ductwork, pits, and crawl spaces.
  • Lifting and carrying varies – dependent on location of equipment up to 30-40ft height.
  • Ability to push 25 pounds (maintenance equipment); ability to lift minimum of 25 pounds (supplies and equipment)
