Sr. Project Manager

Reporting through the Technology Development and Operations Program Management Office and working with the Iridium Government Programs and Sales Offices will lead multi-discipline engineering project team(s) to identify, gain approval for, propose, and implement engineering solutions for various US Government programs and projects.

Candidate will develop and manage project plans and deliverables, within assigned scope. Will participate in determining objectives and defining required resources through; planning, scheduling, and managing activities as required to accomplish those objectives. Will act as customer point of contact (internal and external) to establish key stakeholder requirements and project objectives and will support continuous improvement efforts for project management processes and business systems support.

Duties and Responsibilities

The USG Project Manager manages key client projects including the coordination and completion of projects on-time, within budget, and within scope. Oversee all aspects of projects. Set deadlines, assign responsibilities and monitor and summarize progress of project. Prepare reports for upper management regarding status of project.

Duties will include:

  • Complete project ownership from concept, award (for externally funded projects), through planning and final delivery while actively managing quality and financial controls
  • Respond to RFPs, RFIs, and RFQs, as well as write white papers
  • Draft and respond to SOW from customers and the USG
  • Draft and responds to SOW from suppliers
  • Formulate project execution strategy including gates, milestones, deliverables, and acquisition strategy including make or buy decisions, subcontracting strategy, etc.
  • Focal point for the company with the customer, internal or external
  • Lead internal and external teams to execute the full spectrum of the project
  • Manage project, hold regular meetings, and produce monthly and quarterly reports for customers as well as for internal purposes
  • Coordinate internal activities to ensure major milestones are progressed in line with the program requirements
  • Identify and manage identified project risks to minimize impact to the program
  • Coordinate and lead/host major milestone meetings with customer (CIR, SRR, CDR, FAT) and senior officials
  • Portray the company's expectations and requirements to the engineering, development, test, and deployment teams to ensure alignment
  • Initiate pro-active correspondence to communicate project status, on-going financial viability, and identification of key issues to senior management
  • Participate in and support pricing negotiations and changes with customers and communicate requirements
  • Manage customer changes and follow up on change related costs and supporting proposals for both commercial, government, and technical scope of work deviations
  • Initiate invoicing of project payments and follow-up on payment as required

Job Requirements

  • Knowledge of Project Management theory, concepts and principles (e.g. theory of constraints, critical path methodology, project risk management, constraints, project scope management, project lifecycle etc.)
  • Engineering background, ideally within the communications, networked systems, computer science, or information technology preferably in US DoD communications and C2 systems
  • Excellent verbal & written communication skills. Clarifies purpose and importance; stresses major points; follows a logical sequence
  • Able to communicate at an appropriate level for the audience
  • Accurately interprets messages from others and responds appropriately
  • The ability to review a wide range of processes to identify gaps between requirements and current outputs within own work group
  • Possess skills to consistently tests solutions; gather feedback from own work group, other work groups, and occasionally external customers on effectiveness
  • Capable of making customers and their needs a primary focus of one's actions; ability to develop and sustain productive customer relationships
  • Has the capacity to integrate information from a wide variety of sources; detect trends, associations, and cause-effect relationships; create relevant options for addressing difficult problems/opportunities and achieving desired outcomes
  • Ability to engage and actively support engineering efforts
  • Agile development project experience a plus
  • Ability to create comprehensive project schedules which identify time frames for key project milestones, direct and manage more complex project schedules, independently identify project resource requirements, collaborate with others on more complex projects assigned, and assist others in complex large-scale projects
  • Ability to accept, direct, and perform responsibilities
  • Proficient in all MS Office applications required including MS Project and MS Visio

Experience & Education Requirements / EEO

  • Minimum Bachelor of Science (Master preferred) Degree and/or a minimum of 10 years' experience in a related field
  • Commercial/military aerospace knowledge of LEO satellite systems with Iridium preferred
  • Minimum 5 years of applicable experience required in planning and executing US Government and DoD (preferred) technical development and integration projects
  • Telecommunications, C2, networked systems preferred
  • Engineering or program management experience in communications and/or networked systems
  • Experience managing proposal teams and executing proposals
  • Ability to travel up to 50% of the time, sometimes at short notice
  • Knowledge of LEO satellite systems with Iridium preferred
  • SECRET security Clearance is required; TS preferred
  • Due to ITAR, U.S. Citizenship is required
