We are seeking a Senior Program Manager to manage activities under the EPA Technical Assistance to Brownfield Communities (TAB) program. Under the direction of the Project Director (if existing) or the Senior Director of Funded Technical Assistance Programs, the Senior Program Manager will be responsible for the management, and oversight of multiple projects. This position supervises assigned home office project staff, oversees financial management and reporting, ensures contract compliance and technical performance. The Senior Program Manager is the Home Office point of contact for funders and partners and liaison to field offices. The selected candidate will play a leadership role in new business and proposal development, manage subcontractors, form strategic partnerships, and serve as an ICMA representative in the field. Domestic travel up to 25% of time may be required. What You'll Do: General Management/Technical ResponsibilitiesDeliver brownfield technical assistance to communities throughout EPA Region 4Manage subcontractors delivering brownfield technical assistanceManage and oversee project scoping, financial, technical, and cost performance, recruitment/hiring, and compliance functionsCoordinate with and provide direction to a multidisciplinary team of subcontractorsCollaborate with partners throughout EPA Region 4 and nationallyReview subcontractor work for quality assurance and contract compliance.Prepare monthly, quarterly, semi-annual and annual reports for the ICMA TAB programParticipate in proposal efforts across the Global Program Management (GPM) teamSupport the Program Director in the management and supervision of home office and field office staff, and subcontractorsIdentify and assign appropriate technical and human resources to accomplish project goals, identify needs and propose approaches to meet themProactively identify and analyze areas of risk, advise project team on solutions and preventative measures, escalate as needed and seek guidanceCommunicate program requirements and work expectations and tracks progressEstablish and monitor performance metrics and goals for programs, including process measures, outcomes measures and financial measuresWork closely with Project Director and/or technical program team to develop, provide input to and review projects products, services, trainings, and deliverable Financial Management and Contract CompliancePrepare and deliver EPA quarterly and closeout reportingTrack and manage TAB program budgetOversee financial management and reporting on projects to ensure funds are utilized as intended. Oversee and approve budgets and financial decisions. Responsible for budget creation, financial analysis, tracking of obligated funding and reviewing expenditures and invoices on a monthly basisIdentify and communicate budget, schedule, staffing, or other risks to Program Director and work to resolve them Communications/Representation Manage the relationship, ensure compliance, and conduct quality assurance of deliverables with internal ICMA teams, project partners, subcontractors/grantees, and consultantsManage the relationship with the client/funderEffectively communicate program performance results to ICMA team and senior leadership Business and Proposal Development Support/lead business and proposal development. May lead proposals and contribute to technical writing, technical reviews, recruitment, and budget development/pricing analysisIdentify organizational strengths and weaknesses relative to opportunities being pursuedIdentify business development opportunities What You Need To Be Successful In This Role:Bachelor's Degree in Urban Planning, Public Administration, Business, Economics, Law, or related disciplineEight (8) + years of related experience managing funded projects (domestic and/or international) involving partnerships, contractors, and community engagementAt least five (5) years' experience in brownfield redevelopment Preferred Qualifications:Master's Degree in related discipline Substantial professional brownfield experience in EPA Region 4 (Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi) Substantial project management experience, preferably on federally-funded programs, state/regional/local government programs, or programs funded by foundations, private sector and/or multilateral organizations in the governance sector Interpersonal skills required to work with diverse work groups and audiences (stakeholder group, sector, geography, etc.) and tailor communication appropriately to convey ideas and influence others, collaborate, and sustain productive working relationships Expertise in related technical areaExceptional skills in written and oral communicationFluency in a second language is a plus Preferred Licenses and Certification:PMP certification or equivalent Knowledge, Skills, and Abilities (KSAs):Prior training in and experience with US Government Federal programsPrior training in and experience with local governmentsPrior training in and experience delivering technical assistance Prior training in and experience in stakeholder engagementPrior training in and experience working with community-based organizationsDemonstrated experience in procurement processes, contract compliance, and budgeting Strong oral and written communication skills.Excellent interpersonal skills and ability to work in diverse work environments while demonstrating cultural sensitivity and respect.Ability to make timely and sound decisions based on accurate judgment Demonstrated presentation skills Knowledge of and proficiency with Microsoft Office Suite, intranet, and virtual communication platforms Physical Requirements/Work Environment: The work environment and physical demands described here are representative of those an employee encounters while performing the essential functions of this job. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST.
