Hazard Mitigation Technical Specialist III (Remote)

Position Summary:
IEM is looking for a Full-Time Hazard Mitigation Assistance (HMA) Technical Specialist III. This position will function with limited supervision, working with or managing teams, and interacting directly with Senior staff, clients, and teaming partners. The position requires extensive grant management experience with HMA programs and Global Match strategies, such as FEMA’s Public Assistance (PA) program, HUD’s Community Development Block Grant (CDBG) programs (e.g., CDBG-MIT, CDBG-DR), and others.

- Candidate must live a commutable distance Guaynabo, Puerto Rico
- Position will be a In Office role, we cannot accommodate work from home.

Essential Functions:
- Assist in developing and reviewing mitigation strategies and viable, cost-effective mitigation actions for municipalities and private non-profits. This includes but is not limited to:
- project scoping; compliance review
- technical research
- application development and review
- preparing clear and concise Requests for Information (RFI) based on engineering
- design, timelines, cost estimates, studies and reports
- developing Benefit Cost Analysis (BCAs), BC Ratios (BCRs) and BCA methodologies to ensure project compliance and eligibility under the FEMA HMGP.
- Responsible for working with assigned State and/or FEMA personnel to complete any necessary Environmental and Historic Preservation (EHP) reviews.
- Responsible for the creation, and documentation of, BCAs, consistent with
applicable project requirements and FEMA guidance. - Perform site inspections, if required. Document results of inspection.
- Perform peer reviews of existing engineering designs
- Perform project feasibility studies
- Review studies and reports and provide feedback as requested
- Review engineering designs for feasibility
Current Knowledge, Skills, & Abilities:
- Advance to expert-level experience with grants management workflow software and documentation management systems at the Federal, State, or local level; training and experience with FEMA Disaster Systems, including Grants Portal, eGrants, EMMIE, and preferably FEMA GO.
- Excellent oral communication and presentation skills are essential. Demonstrated training or large group facilitation skills desired.
- Effective listening and communication skills in English and Spanish, including strong writing and speaking skills and extensive public speaking experience.
- Must have functional usage of Microsoft Word, Excel, Outlook, PowerPoint and SharePoint.
Minimum Qualifications:
- Bachelor’s degree or higher from an accredited college or university with a major in Engineering, Architecture, Environmental Sciences, or related fields.
- Must have relevant professional licenses and certifications
- A minimum of seven (7) years of substantially continuous experience in FEMA’s programs: the Hazard Mitigation Grant Program (HMGP); Flood Mitigation Assistance Program (FMA); and Building Resilient Infrastructure and Communities (BRIC) Program, formerly the Pre-Disaster Mitigation Program (PDM); FEMA Public Assistance (PA) including 428 and/or 406 mitigation, similar Federal or state mitigation or resilience programs; federally funded disaster recovery programs; or some combination thereof.
- Knowledge of FEMA Mitigation Grant Programs associated regulations
- Three (3) years of substantially continuous experience providing direct programmatic and technical assistance, performing program reviews, and project analysis.
- Experience with estimating project costs and timelines
Preferred Qualifications:
- Additional professional licenses and certifications, such as Certified Floodplain Manager (CFM) or Certified Emergency Manager (CEM).
- Experience with the development of FHWA projects
- Three (3) years of experience working specifically with the FEMA HMGP (404)
- Conducting applicant briefings
- Understanding hazard mitigation plans and strategies, including plan development, update, and review.
- Project scoping to develop mitigation actions and applications, preparing amendments, scope change requests, and the like.
- Review applications for completeness and developing clear, concise, and technically accurate Requests for Information (RFIs).
- A clear understanding of the purpose of BCAs, and how to review and incorporate Benefit cost Ratios (BCR) into project viability and application reviews.
- Proficiency conducting Benefit Cost Analyses (BCA)
- Experience with assessing, documenting, and addressing significant Economic, Environmental, Social, Health & Public Safety, Transportation, and Emergency Access impacts.
