Procurement Support Lead (Lead Procurement Specialist)

Work location: Arlington, VA. Work will be primarily remote.

ICMS is seeking a Procurement Support Site Lead to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA).

General Responsibilities:

Procurement Support Site Lead supports CISA with procurement management support. This includes:

• Has the primary responsibility for managing all contractor personnel assigned to perform work under this Task Order and representing the Contractor in all aspects of the performance.
• Serves as the principal facilitator of business activities between the Government and the Contractor and fosters an autonomous influence over contractual services and quality controls for performance of work.
• Provide senior level support and assistance in coordination and oversight of acquisition program projects, operational activities, and administrative support services rendered customers in performance of contractual duties and responsibilities.
• Attend virtual weekly status meetings with programs or team lead meetings to ensure the contractor's team is aware of incoming work.
• Assist program office personnel to develop and prepare Procurement Request (PR) packages.
• PR Package Creation/Submission in PRISM.
• Administrative support to the CISA Contracting Activity.
• Prepare pre-award documentation and post-award documentation for program requirements.
• Be available to the COR via telephone between the hours of 8am and 5pm EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 2 hours of notification.

Qualifications:

• Minimum of a Master’s degree in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required; or a Bachelor’s degree with additional 5 years of relevant experience.
• A minimum of 10 years of Government procurement experience is required.
• FAC-C Level III or DAWIA Contracting Level III (or CSOD equivalent) certification is required.
• Prior supervisory experience of a similarly sized contract/organization.
• CISA or DHS experience is highly desired.
• This position requires expertise in management of personnel and a broad range of organizational programs, administering operational programs/functions, contract compliance and oversight, quality technical leadership, and customer service/support activities.
• Ability to pass the necessary background checks. Ability to obtain, and maintain, a favorable Fitness determination.
