Job Description

ICMS is looking for a dynamic financial analyst to provide both procurement support and budget analysis for one of its federal clients in Stennis, MS. Below is a summary of the various duties and responsibilities:

Procurement Specialist duties and responsibilities:

  • Maintain confidentiality in all aspects of staff and agency information.
  • Prepare required acquisition documentation, based on the Federal employee-provided requirement.
  • Assist with market research
  • Coordinate documentation preparation, review, and completion, and submit through internal processes to appropriate staff for purchase/further processing.
  • Track progress of acquisitions.
  • Prepare invoices for payment.
  • Identify contracts that can be closed and assist with closeout.
  • Ensure folders (digital or hardcopy) and other tracking documents are kept up-to-date.
  • Track need dates and contract periods of performance, and work with Federal employees to ensure no requirement has a gap in service.
  • Support procurement efforts with other related activities.

Budget Analyst duties and responsibilities:

  • Collect and maintain data required for budget planning and execution activities, including tracking commitments and obligations, running reports, and maintaining accurate files.
  • Prepare responses to actions, reports and presentations of budget and financial data for colleagues and upper management.
  • Analyze data for discrepancies; take appropriate steps to resolve issues based on Federal direction.
  • Conduct financial analyses of NCEI data as provided.
  • Consolidate input pertaining to the development and drafting of NCEI financial policies and procedures, and FY+1 budget tools.
  • Development and maintenance of budget-related collaborative tools.
  • Interact (including lead for assignment-specific communications) with NCEI Leadership and Program Managers. Responsible for providing information and guidance, recording leadership decisions and adjusting relevant document accordingly.

Education and Skill Requirements:

  • Four-year degree Business Degree preferred.
  • Minimum two years’ experience in Procurement and Budgeting.
  • Must have strong communication skills plus experience using Excel (spreadsheets, formulas, etc.), PowerPoint, Google Docs.
