Qualifications
FAR: 119.65(d) 119.67(c)
1. Be qualified through training, experience and expertise;
2. To the extent of their responsibilities, have a full understanding of the following materials with respect to the certificate holder's operation:
a. Aviation safety standards and safe operating practices;
b. 14 CFR Chapter 1 (Includes 14 CFR 1 through 199);
c. The certificate holder's operations specifications;
d. All appropriate maintenance and airworthiness requirements of this chapter (e.g., Parts 1, 21, 23, 25, 43, 45, 47, 65, 91, and 121 of this chapter); and
3. The manual required by 14 CFR §121.133 of this chapter; and
4. Discharge their duties to meet applicable legal duties and to maintain safe operations.
5. Hold a current mechanic certificate with airframe and power plant ratings.
6. Have at least 1 year of experience in a position responsible for returning airplanes to service.
7. Have a least 1 year experience in a supervisory capacity maintaining either:
a. Large airplanes with 10 or more passenger seats, including at the time of appointment as DOM experience in maintaining the same category and class of airplanes the certificate holder uses.
b. Repairing airplanes in a certificated Repair Station that is rated to maintain airplanes in the same category and class of air- planes the certificate holder uses.
8. Have at least 3 years’ experience within the last 6 years in one combination of the following:
a. Maintaining large airplanes with 10 or more passenger seats, including at the time of appointment as DOM experience in maintaining the same category and class of airplanes the certificate holder uses.
b. Repairing airplanes in a certificated airframe repair station that is rated to maintain airplanes in the same category and class of airplane as the certificate holder uses.
9. Must meet the training requirements for initial & recurrent training identified in the training chapter within this GMM.
10. The DOM must be a full time employee of IAERO AIRWAYS.
Duties and Responsibilities:
1. Reports to the Chief Operating Officer.
2. Responsible for all maintenance activity and supervises all maintenance personnel. Their specific duties are listed below in this Section. The DOM may delegate any of these duties, or tasks, but not the responsibility or authority for those duties.
3. Responsible for assigning all On the Job Training activities of maintenance personnel.
4. Responsible for scheduling inspections on all Company aircraft to ensure airworthiness standards prescribed by the manufacturer, applicable regulations, and Airworthiness Directives are complied with.
5. Responsible for coordinating the aircraft maintenance activities including overhaul, modifications, maintenance and repair of aircraft structure, engines and accessories.
6. Responsible for schedules of aircraft maintenance in-house or with outside Vendors, considering such factors as flight schedules, parts availability and type of work performed.
7. Coordinates with the DQC and assist in Functional Check Flights.
8. Coordinates with the DQC but is responsible for obtaining Special Flight Permits.
9. Responsible in coordinating closely with maintenance contract Vendors whether by phone, fax, or in person when maintenance activities are being performed on Company Aircraft.
10. Responsible to communicate with the DO to provide current status of the aircraft, forecast of down times, mechanical irregularity deferral or correction, and scheduling of maintenance for the Company Aircraft.
11. Responsible for assuring that maintenance personnel have a thorough knowledge of aircraft maintenance manuals including GMM, MELs, approved CAMP Manuals, applicable CFRs and applicable portions of the Company Operations Manual.
12. Responsible for maintaining a close liaison with local FAA Airworthiness Inspectors.
13. Responsible to ensure that all maintenance performed on Company Aircraft complies with the appropriate parts of 14 CFR Part 121, sub- part “L” Maintenance, Preventive Maintenance, and Alterations.
14. Responsible to ensure that all maintenance performed by another Vendor or person is done in accordance with the appropriate sections of the Company GMM, MEL, CAMP, Continuous Airworthiness Limitations, and Operations Specifications.
15. Responsible to oversee quality of work performed by outside vendors and of parts received from other than established supply sources by monitoring paperwork documentation and inspecting parts and facilities as may be required.
16. Responsible for quality and filing the Operational Difficulty Reports (SAM-010) and coordinates with the Maintenance Controller for completion of Mechanical Interruption Summary.
17. Has oversight responsibility for the MEL Management Program and will ensure compliance with Company MEL procedures and MEL management procedures.
18. Responsible to review and maintain the Company Maintenance Summary for each airplane to ensure currency of the inspections due.
19. Responsible to provide and ensure an Airworthiness Release is pro- vided to each aircraft required to have an Airworthiness Release in accordance with 14 CFR §121.709 after maintenance, preventive maintenance or alterations have been performed.
20. Assigned the duty of maintaining Maintenance Personnel training records.
21. Responsible to ensure that all certificated mechanics employed by the Company have the experience necessary per 14 CFR §65.83.
22. Responsible for the following specific processes: Special Flight Permits Process, Maintenance Logs Process, MIS Reports Process, Maintenance Program Process, MEL/CDL Process, Fueling Process, Engine Condition Monitoring Process, Supplemental Operations Manual Requirement, Maintenance Requirements Process, Recency of Experience Process, Display of Certificate Process, A & P Privileges Process, Repairman Privileges and limitations Process, Maintenance Duty Time Limitations, and the Maintenance Control Process.
23. Responsible jointly with the DQC for the following processes: Appropriate Operational Equipment Process, Aircraft Listing Process, RVSM Authorization Process, Engineering/Major Repairs Process, Parts/ Material Control/SUP Process, and the Maintenance Training Process.
24. Responsible for and manages the Emergency Equipment Program.
25. Responsible for the content and is the responsible author of the GMM.
26. Processes and can sign Operations Specifications, Parts D & E. Makes appropriate manual changes consistent with revisions to Operations Specifications. Makes the Operations Specifications available to governmental authorities on demand.
27. Is responsible for the development, modification, management of the Major Repairs and Alterations program (including any engineering). Is the final authority for Major Alterations & Major Repairs.
28. Responsible for the repaired of damaged ULDs owned by IAERO AIRWAYS in accordance with the manufacturer's guidelines and FAA regulations.
29. Coordinate with ULD repair vendors for proper serviceability of ULDs owned by IAERO AIRWAYS.
