GENERAL CLERK III

 

TERM OF CONTRACT: One (1) year – renewable

 

SECURITY CLEARANCE: Able to pass a Government Security Clearance  

 

LOCATION:  Richland, Newberry, and Clarendon South Carolina

 

We are seeking a dynamic and experienced General Clerk III looking to grow with a small business. This position will provide clerical support in coordination with front office secretarial support to area offices located throughout the State of South Carolina. 

The General Clerk III must maintain a state driver’s license and be willing to assist others in delivering vehicles to garages for repair and servicing.  The General Clerk II will be required to operate a Government Owned Vehicle (GOV) as part of their duties. Clerks will have to travel to and work in other field offices during the duty day. All respective Area-wide counties should be considered as possible work locations. Overnight travel may be required but is expected to be infrequent.

Required qualifications and duties may include, but are not limited to, the following:

QUALIFICATIONS and DUTIES 

Minimum qualifications for the position:

Ability to plan, organize and coordinate office activities.

Skill in operating computer hardware and software, phones, printers, copiers and other office machines to carry out day to day work.

Skill in performing duties of receptionist for an office, providing assistance to walk- ins, answering phones, directing calls, taking messages and announcing arrivals.

Knowledge of policies and procedures governing correspondence management.

Skill in the use of Excel sufficiently to analyze information and produce reports. Proficiency in the use of the Microsoft Office Suite.

Receiving incoming phone calls for the agency and greeting visitors, taking messages and/or referring callers and visitors to the appropriate section or staff.

Organizing and maintaining a wide range of files pertinent to the operation of the agency; maintaining the electronic and hard copy official files as required by NRCS guidance.

 

Performing duties in support of the Agency’s mission which may include, but not all inclusive, scanning, photocopying, mass mailings, preparing spreadsheets, shipping, ordering, etc.

 

Assisting with personal property management by updating and tracking inventory, preparing documents for property disposal and transfer, creating property files both electronic and physical.

 

Inputting of data into various computerized systems associated with the efficient operation of the Agency to include, but not limited to ServiceNow, EzFedGrants, and Integrated Acquisition Systems (IAS).

Setting up teleconferences and reserving VTC meetings for the Staff.

 

Electronically reserving conference and meeting rooms for staff.

 

Reserving vehicles and aiding with Vehicle Management Tool (VMT) for staff, as requested.

 

The clerk shall prepare documentation for agreement payments for submission to Service Now, update electronic and physical agreement folders

 

The clerk shall conduct personal property management actions such as: assisting with vehicle purchasing/excessing, sending vehicle recall information and follow up, submitting inventory corrections/changes to agency property specialists, preparing property documentation folders, updating access database, etc.

 

Picking-up State Office mail, sorting incoming mail and distributing to sections/employees. Processing outgoing mail and UPS shipping requests.

 

The clerk will manage the office general supply inventories, prepare AD700’s to replenish supplies, as needed.

 

Preparing procurement documents such as AD700 and supporting documentation, as requested, along with maintaining the budget logs.

Working with other program assistants to coordinate coverage of the front desk duties while away from the office.

The clerk will perform tasks associated with supply ordering, supply room maintenance, government vehicle maintenance to include getting oil changes, washes, and minor repairs/maintenance.

Serve as back up to conduct personnel security processing actions and documents such as: LincPass, IRM- 03, etc.

The clerk will enter acquisition documents into the Integrated Acquisition System (IAS), as requested.

The clerk shall utilize a variety of computer hardware and software applications and small office machines, to include agency specific software such as ezFedGrants, FPAC Portal, ServiceNow, SAM, and locally developed Excel and Access databases to enter and extract information for reports, as necessary.

 

This position utilizes a variety of computer hardware and software applications to manage work items including Microsoft Excel, Word, Access, Outlook, Adobe Acrobat Professional, and agency specific web applications and computer programs associated with the efficient operation of NRCS. This list is not all inclusive.

 

Assignments will be made by the ASTC-Management and Strategy and staff; additional work assignments may come from other employees as well. Support may also be provided to other sections requiring similar work.

 

Reviewing and verifying technical and professional materials prepared by staff specialists for format and grammatical accuracy, including interpretative materials.

Technical reports, memorandums, advisory notices and technical notes.

Maintaining office files, manuals, handbooks and reference library, both paper and electronic, according to department guidelines and requirements.

 

Answering telephone, greeting visitors and signing for incoming deliveries and other administrative tasks associated with a Field/Area Office as needed.

 

Utilizing a variety of computer hardware and software applications and small office machines, to include agency specific software such as Protracts, DMS, FA Tracker, NEST, FMMI, and locally developed Excel databases to extract information needed to develop reports related to scheduling, program tracking, and balancing of funds committed and expended.

Some interaction with the general public in an office setting.

Assists field offices to complete activities according to schedule ensuring financial assistance funds are obligated before deadlines.

Copying and filing according to NRCS and department guidelines and requirements.

Reviewing applications for programs to ensure required information and forms are present and gathers items that are missing to create a complete application package. Determines that correct signatures are in place on applications.

 

Data entry regarding processing contract documents and actions for approved contracts. Monitors and tracks commencement and expiration of contracts, contracts behind schedule, and contracts that have not completed a practice in the first year and prepares modification, termination, waiver, and annual practice reminder letters for signature. Processes annual contract reviews and various audits. Prepares documents for contract appeals such as correspondence to program applicants and contract participants and provides documents with open obligation audits. Monitors payment error rates and works to eliminate them.

 

Conduct pre-obligations and Second Level Reviews for Contract Obligation and Contract Modifications. Determines that correct signatures are in place on applications.

 

Data entry regarding processing contract documents and actions for approved contracts. Monitors and tracks commencement and expiration of contracts, contracts behind schedule, and contracts that have not completed a practice in the first year and prepares modification, termination, waiver, and annual practice reminder letters for signature. Processes annual contract reviews and various audits. Prepares documents for contract appeals such as correspondence to program applicants and contract participants and provides documents with open obligation audits. Monitors payment error rates and works to eliminate them.

 

The Clerk shall have proficiency in the Microsoft Office Suite software, specifically Microsoft Outlook, Word, Excel and Access. The contractor shall demonstrate the use of appropriate language to communicate ideas in words and print based on the audience and situation.
