FINANCE SUPERVISOR
Position Title: Finance Supervisor
FLSA: Exempt
The Finance Supervisor position provides support for a U.S Department of Labor Job Corps contractor, Human Learning Systems. The Job Corps program is a federally funded residential training program. Job Corps’ mission is to educate and train youth ages 16-24 for successful careers in the nation’s fastest-growing industries.
Summary of Duties:
The Finance Supervisor is responsible for managing the center’s accounting/finance functions in compliance with DOL, PRH, center and Corporate requirements.
Key Areas of Responsibilities:
- Oversees staff members assigned to this department. Ensures staff members have adequate training to complete key areas of responsibilities.
- Provides documented training to staff and Cross-trains department employees.
- Coordinates staff meetings.
- Ensures that all staff participates in CMT. Develops and implements Standard Operating Procedures (SOPs).
- Ensures department is compliant with all safety standards and expectations to include proper workmen’s compensation reporting.
- Ensures department is in compliance with all DOL, Corporate and Center requirements.
- Plans and monitors Center’s compliance with DOL, Corporate and Center procedures
- Demonstrates knowledge of all PRH financial requirements.
- Has a working knowledge of all Corporate financial policies and procedures.
- Ensures applicable staff receives required training in PRH and Corporate procedures.
- Monitors Center and departmental budgets.
- Develops and distributes monthly department budgets.
- Provides management with monthly analysis of actual versus budgeted costs. Establishes system to ensure availability of funds prior to the expenditure of funds.
- Develops and maintains internal controls to ensure the integrity of the accounting system and to help safeguard the Center’s governmental and corporate assets.
- Ensures the integrity of Corporate and DOL financial statements.
- Reviews and audits financial accounts and reports on a timely basis.
- Establishes system(s) to ensure all liabilities and obligations of the center are reported accurately each month.
- Reviews, investigates and explains any unusual fluctuations in the Center’s costs.
- Monitors budget and related areas for assigned department and maintains spending limits as applicable.
- Ensures equipment assigned to the department is properly accounted for and maintained in good condition.
- Tracks spending of staff each month.
- Provides feedback for over/under spending.
- Notifies the Center Director of repairs/costs above routine expenditures.
Displays management effectiveness: Builds pride and commitment though effective teamwork and collaboration. Adheres to established company policies and procedures, and supports all programs. Delivers timely coaching and conducts employee evaluations when scheduled. Makes effective use of time, materials and resources by planning, scheduling and organizing work. Communicates in an open and honest manner.

Improves processes within department, emphasizing quality and efficiency. Anticipates and resolves problems, demonstrating good judgment. Provides leadership in developing and implementing solutions.
Credentials:
Required Education and Experience
Bachelor’s Degree in finance, accounting or a related field. Must have supervisory level experience and possess computer proficiency, leadership and communication skills,
