Job Description

Homeward Bound’s Rapid Rehousing Housing (RRH) and Homeless Prevention (HP) programs use the Housing First model to provide short-term financial and case management support to individuals and families at imminent risk of homelessness and those experiencing literal homelessness in Buncombe County. The program’s temporary financial assistance assists with rental and utility arrears, short-term rental and/or utility assistance, and can also provide move-in cost assistance in cases where a client loses their current housing. The program offers resources and services that are tailored to the unique needs of the household. 

The RRH Program Director will be responsible for overseeing all functions of the RRH & HP Programs, including the teams. This includes supervising the 3 Program Managers who provide direct supervision to the RRH Case Managers and the Outreach specialist. In addition to staff supervision, the RRH Program Director will be responsible for managing the overall program and all components of the program, including the budget. This individual must be familiar with all funding requirements and reporting as well as provide approval and oversight for all operations. The RRH Director will work closely with the Interim Executive Director to ensure compliance and a high level of service delivery, in addition to strategic decision-making to drive the program forward. This position also requires data entry and analysis of program data on a regular basis. The individual will conduct internal monitoring and ongoing assessments of program efficacy. Additionally, the RRH Program Director will respond to and navigate emergencies as they arise.

Schedule and compensation: This is a full-time, exempt position paid bi-weekly on a salary basis.




Program Development

  • Build on the program’s history to further case management structure and practices
  • Develop policy as appropriate
  • Work with Safety and Security Director to monitor and evaluate staff and client safety and wellbeing
  • Incorporate new best practices and requirements into program operations
  • Network with local service providers and attend various community meetings including the Veteran Coordinated Assessment Meeting and the Veteran Subcommittee Meeting

Staff Supervision Training

  • Supervise the RRH Program Managers; ensure quality supervision of all RRH staff and compliance with agency and grant policies and procedures including participation in required meetings/trainings, timeliness and accuracy of reporting, tracking quality and quantity of work and overall professionalism
  • Supervise other program staff including case managers and housing specialists as needed
  • Work with Program Managers to hire and train new staff as needed, as well as corrective action planning and disciplinary action
  • Coordinate regular trainings for RRH staff on topics relevant to their work
  • Ensure high quality of service delivery to clients

Outcomes Management

  • Ensure outcomes are met for funding/grants as well as internal goals
  • Conduct internal monitoring and data analysis regularly


  • Manage internal reporting and reporting to funders
  • Manage and present on program and community level data and present to the community when appropriate
  • Complete data entry into the Homeless Management Information System (HMIS) to ensure HUD compliance and data quality
  • Manage program-level HMIS reporting
  • Work with Director of Grants Management to generate content and outcomes for grant proposals relevant to RRH and Prevention
  • Manage the RRH budget and work with the Directors Team to make programmatic and funding decisions
  • Manage the inflow of clients into the RRH Program based on funding and staff capacity

Education/Experience Requirements:

  • Bachelors of Social Work or related degree, Master’s Degree preferred
  • At least 2 years experience in homeless services or related field
  • Strong leadership ability, supervision experience preferred
  • Exceptional communication skills, both written and verbal
  • Strong critical thinking and problem-solving skills
  • Strong administrative ability and attention to detail
  • Flexibility: ability to adjust to the diverse needs of clients
  • Ability to provide leadership and services in alignment with Homeward Bound’s mission, vision, values and philosophy of service delivery
  • Ability to work effectively both as a team player and with a high degree of autonomy
  • Ability to operate proficiently a personal computer, fax machine, printer, and copier
  • Experience and skills in word processing and databases required
  • Ability to create relationships with community partner agency staff and foster those relationships to increase RRH program effectiveness
  • Ability to ably represent Homeward Bound’s core mission
