Position Summary: The Chief Operating Officer (COO) provides strong leadership, guidance, efficiency, and effectiveness of daily operational activities. The COO reports directly to the Chief Executive Officer. 

Duties will include implementation of long-term and short-term strategies, goals, policies/procedures, and program/service evaluation to help drive the agency’s capacity to maximize community impact in support of the organizational mission, vision, and core values. The following roles report to the COO: Manager of Human Resources, Director of Child/Family Services, Director of Housing, Admin Coordinator. The COO creates strategies to streamline daily operational practices, conducts midcourse corrections, and keeps the CEO informed of Home Start’s operations, including how its finances, technology and staffing are performing relative to goals.

 

These are the Key Accountabilities for this critical role at Home Start:

  • Operations: 30% Maximizes community impact via a continuous quality improvement process throughout program and services areas. Proactive in system/process improvement, grant/contract compliance and ensuring objectives are achieved. Manages organizational infrastructure, including IT and physical spaces.
  • Leadership: 25% Actively partners with Exec Team and BOD to lead and support a positive, proactive, accountable, results-oriented work culture that is regarded by peers and stakeholders as innovative and effective. Responsible for implementing and coordinating the strategic goals/plan. Creates the right, positive tone in the culture as the face to the employees and champions the cause and standards. Develops and challenges direct reports (HR Mgr, Dir. Child/Family Services, Dir. Housing, Admin Coord) to achieve success in their roles.
  • Communication: 20% Collaborates and proactively communicates with directors/managers to clearly provide direction for quality business practices and achievement of organizational goals. Establishes and follows through with regular communication for team and the actions that come from their meetings. Partners easily with the CEO to ensure agency vision and mission are fully implemented. Consults with CEO in advance of any personnel or policy situation that warrants or is a potential risk and BOD-worthy issues and information.
  • Financial: 15% Ensures programs operate within established budgets. Accountable for monitoring/planning, in collaboration with Finance, all program budgets. Actively trains program directors in creating and managing their individual budgets. Holds the programs accountable for adherence.
  • External Relationships: 10% Is accountable for the relationships with funders as community partners. Networks, develops and maintains these relationships and funding sources. To the level needed, effectively trains directors in how to accurately present to funders and negotiate a variety of complex contracts.

Education and Work Experience Qualifications

  • BS/BA in Business Administration or relevant field
  • Proven experience as Chief Operating Officer or relevant role
  • Experience of at least 5 years or more in senior leadership role at a non-profit organization
  • Experience of at least 5 years in grants administration and grants financial management
  • Strong experience in the administration of complex federal grants
  • Strong understanding of HR, Finance, and Programs
  • Demonstrable competency in strategic planning
  • Working knowledge of data analysis and performance/operation metrics
  • Working knowledge of IT/Business infrastructure and MS Office

Work Environment

Regular duties will require use of standard office equipment including, but not limited to, multi-line telephones, computers and related technology, filing systems, and more.

Physical Demands

The employee is routinely required to sit, stand, reach, lift, bend, kneel, stoop, climb, push, and pull items weighing 25 pounds or less. The position requires manual dexterity; auditory and visual skills, and the ability to follow written and oral instructions and procedures.

 

Position Type/Expected Hours of Work

This is an exempt position.

 

Travel

Employee will be expected to travel as needed with occasional overnight travel.

Condition of Employment

In accordance with the recent California Department of Public Health Orders, depending on work location and subcontractor requirements, employees must adhere to the below requirements:

  1. Provide a copy of your COVID-19 Vaccination OR undergo weekly COVID-19 testing and observe all other infection control requirements, including face coverings.
  2. Obtain either the first dose of a one dose regime or the second dose of a two-dose regime of a COVID-19 vaccine by September 30, 2021* in accordance with CDPH order dated August 5, 2021.
  3. *There may be exemptions to the vaccination mandate.
