Job Description

GENERAL PURPOSE:

Responsible for the operation and management of the Highlands Ranch Senior Center and surrounding grounds for the purpose of building community and providing support to older adults in Highlands Ranch, through facility management, programming, and resource coordination consistent with revenue objectives.

SUPERVISION RECEIVED:

Works under the general supervision of the Director of Parks, Recreation and Open Space.

SUPERVISION EXERCISED:

Hires and supervises Highlands Ranch Senior Services full-time and part-time personnel, including full-time Senior Services Program Coordinator, full-time Senior Resource Coordinator, full-time Guest Services Coordinator.

Manages contract personnel, volunteers, and indirectly manages part-time instructors and event staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

General Responsibilities:

  6. Proactively provide communication in support of general operating status, success, and achievements to articulate and facilitate greater awareness of District contributions

  9. Establish, collect, track and monitor performance measures; analyze and use data to recommend action and achieve results

  • Operates the Senior Center for the purpose of providing services to older adults in Highlands Ranch, public facility rentals, community events, historic tours and programs, educational and cultural programs.
  • Reviews and updates a comprehensive operating and procedural plan for the use of the Senior Center. Communicates official plans, policies and procedures to staff and the general public.
  • Provides leadership and direction in the development of short and long range plans; gather, interpret and prepare data for studies, reports and recommendations; develop work procedures, prepare work schedules and manage workflow; and standardize procedures to improve efficiency and effectiveness of operations.
  • Coordinates Senior Services activities with other departments and agencies as needed.
  • Serves as liaison with neighborhood groups to ensure good relations.
  • Makes presentations to boards, civic groups and the general public.
  • Operates software consistent with accounting standards on an IT platform that is consistent with the District network.
  • Maintains calendar of all uses of the Senior Center and ensure updated information is provided to the public and District staff.
  • Follows District policies and procedures.
  • Demonstrates behavior that sets a positive example of integrity, fiscal responsibility and professionalism.

Senior Services Programs & Operations

  • Through supervision of Senior Program Coordinator, organize, implement, coordinate and evaluate recreation programs for older adults.
  • Provide full inventory of general interest programs of all types, including socialization, health, wellness and fitness, lifelong learning and enrichment, through schedule of drop-in, activities, trips and special events.
  • Through supervision of Senior Resource Coordinator, provide information, direction to resources, referrals to services, educational programs to older adults in Highlands Ranch.
  • Provides rental opportunities of Senior Center space to support gathering opportunities for older adults.
  • Manages a program for the selection of caterers and other related vendors providing services for rentals, maintaining effective working relationships.

Budget Development and Management

  • Prepares annual special revenue fund budget; using budgeted funds, personnel, materials, facilities and time effectively and efficiently.
  • Executes responsibilities within budget; performs cost control activities; monitors revenues and expenditures to ensure sound fiscal control.
  • Develops and administers the budget including development of specific budgets for each community program and event that identifies revenue and direct costs.
  • Carefully manages budget monitoring revenues and expenditures to ensure sound fiscal control
  • Coordinates purchasing of standardized equipment and supplies to most efficiently take advantage of economies of scale.
  • Researches and directs efforts for grant opportunities and alternative funding sources.

Staff Supervision

  • Recruits, hires, trains, develops, guides, mentors and provides formal performance appraisals for full time and part time staff.
  • Manages contract personnel and volunteers.
  • Plans and directs workloads and staffing assignments.
  • Ensures that all safety regulations and policies are understood and adhered to by staff, volunteers and visitors.

Programs and Community Events

  • Plans, manages and schedules various activities in collaboration with District Staff and partner organizations in areas such as community programs, District programs and events, weekly public open hours and tours, and other cultural, interpretive and educational events and programs.
  • Develops and manages a comprehensive Senior Center volunteer program by working collaboratively with Community Relations staff.
  • Promotes interest and provides information regarding the Senior Center to churches, officials, community service groups, other departments and the general public.
  • Works collaboratively with Community Relations to develop promotional materials, displays and programs.

Marketing

  • Works collaboratively with Community Relations staff, to develop and implement a marketing plan to promote the Senior Center. Implement plan with the use of a variety of brochures, calendars, letters, posters, news releases, electronic media content and flyers.
  • Manages updates and changes to the website and other social media content for publication and posting.
  • Promotes interest and provides information regarding the Senior Center to churches, officials, community service groups, other departments and the general public.

Facility Maintenance

  • Responsible for developing and implementing the schedule for regular and preventative maintenance of the Senior Center, in conjunction with the PROS Construction and Facilities Manager.
  • Responsible for coordinating maintenance needs with other department sections.
  • Helps to identify and prioritize capital needs.

PERIPHERAL DUTIES:

Performs a variety of miscellaneous duties such as phones, correspondence, errands, and supplies needed for programs and operations.

Serves as a member of various employee committees, as assigned.

Serves as a member of various professional or outside organizations committees, as assigned.

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

  1. Graduation from a four-year college or university with a degree in recreation, human services, recreation, marketing, business administration or a closely related field; and
  2. Minimum of five (5) years of experience including recreation programming, and facility management; or
  3. Any equivalent combination of education and experience.

Necessary Knowledge, Skills, and Abilities:

  1. Knowledge of recreation and older adult programming philosophy, planning and administration;
  2. Knowledge of community recreation center management;
  3. Knowledge of human service resource coordination;
  4. Knowledge of the equipment, facilities, operations and techniques used in a community recreation center;
  5. Skill in operation of listed tools and equipment;
  6. Ability to manage, coordinate, and direct varied activities and programs involved in the operations of community center and public building;
  7. Ability to establish and maintain effective working relationships with employees, volunteers, supervisors, vendors, other agencies, participants, instructors, community leaders, and the general public;
  8. Ability to communicate effectively orally and in writing; ability to plan and supervise the work of paid staff and volunteers.

SPECIAL REQUIREMENTS:

Must possess a valid Colorado State driver’s license or have the ability to obtain one prior to employment.

TOOLS AND EQUIPMENT USED:

Daily computer usage, including word processing, event and marketing software; copy and fax machine; phone; mobile or portable radio; automobile.
