Until FilledGENERAL DESCRIPTION:This position is responsible for support, planning, implementation, compliance review, and inspection of environmentally affected sites. Including implementation of land and aquatic management activities, site evaluation, regulation research, field sampling and testing, public education activities, record-keeping, data coordination, and grant writing. In addition to, conducting various compliance reviews and inspections, reviewing and analyze data, assessing, monitoring, efficiently write reports, and managing natural areas as needed. Serves as support and assists to the Natural Resources Management, Non-Ad Valorem and other supporting staff.ESSENTIAL JOB FUNCTIONS:
The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.
• Serves as a liaison to the Highlands County Board of County Commissions and Istokpoga Marsh Watershed Improvement District (IMWID) to ensure proper interpretation of any such projects or matters.
• Regularly coordinate, plan, oversee, the IMWID area and regularly communicate with contractors, stakeholders, and government agencies regarding task associated in area.
• Routine and preventative maintenance of mechanical systems – culvert pipes, above ground impoundments, drainage improvements, etc.
• Arrange and supervise contractors and vendors, working with them to monitor time and work methods; understand repairs. Work is to be done by best practice, and with long-term planning and fixes.
• Ability to read and understand construction plans and surveys.
• Completing projects as requested or necessary to achieve final goal.
• Provide any reports to stakeholders or government agencies for ongoing projects.
• Provide support to Non-Ad Valorem, Purchasing, and Budgeting Departments in creating specification, bids, quotes, scheduling, and in such needed projects for IMWID.
• Recognizes communities and maintains optimum invasive, exotic species control via natural, mechanicals and chemical means.
• Conducts routine site inspections of environmental sites and formulate recommendations for impact avoidance and minimization.
• Provides natural resource protection, conservation, land expertise, and water quality support for Highlands County Board of County Commissioners and public.
• Provide support to Highlands County natural areas under higher-level supervision, by implementation site restoration projects including exotic plant control, prescribed burning, forestry, data collection, vegetation and animal surveying, site development, maintenance, and security.
• Keeps records including spatial data, maps, data bases, and reports of site’s progress.
• Collect, enter, and review data for quality control and compliance requirements for water quality and conservation. Specific reports may be requested in order to evaluate critical trends or to assist in locating sources of pollutants.
• Assists with the conservation and lakes management programs. Writes articles and publishes pertinent information as related to the department.
• Review and assist in technical reports and analyze data, maps, and summary tables to verify investigation data. Support in permitting, planning, and resources conservation projects, applications for grant funding as well as the preparation of correspondence and technical reports to fulfill contract requirements for grants awards.
• Assist with special projects involving data collection, permitting, scheduling, obtaining quotes and bids, and such matters. Including the county-wide ambient surface water monitoring programs, water quality special projects and grants related to water quality assessment, Total Maximum Daily Loads, shoreline and stream restoration, National Pollutant Discharge Elimination System, public education, natural resources conservation, and the Istokpoga Marsh Watershed Improvement District.

• Ability to use and maintain a variety of field monitoring, spraying, and sampling equipment.
• Ability to safely operate water craft, ATV or UTV, pertinent to duties assigned.
• Working knowledge of GPS.
• Ability to effectively use Microsoft Office and related softwares.
• Ability to meet deadlines and accomplish daily tasks.
• Ability to establish and maintain effective working relationships with employees and the public.
• Ability to maintain harmony with supervisory personnel and other appropriate County departments.
• Analyze and solve citizens problems or concerns.
• Communicate effectively in written and oral formats.PHYSICAL SKILLS:The individual in this position: Must be able to remain in a stationary position for 50% of the time. The individual in this position frequently communicates with the public, volunteers, and co-workers. Must be able to exchange accurate information in these situations. Rarely moves materials and equipment weighing up to 40 lbs. Consistently works in indoor and outdoor environments. Occasionally works in inclement outdoor weather conditions. In close proximity to bodies of water. Frequently operates motor vehicle for up to (4) hours continuously or intermittently. MINIMUM QUALIFICATIONS:EDUCATION AND EXPERIENCE:Associates degree from an accredited college or university with at least two (2) years on the job experience in a natural resource field.LICENSES, CERTIFICATIONS, OR REGISTRATIONS:Must possess and maintain a valid Florida Driver License.OTHER JOB-RELATED REQUIREMENTS:
Disaster Essential. Ability to swim.
