This position is also open to PHS Commissioned Corps Officers. PHS Commissioned Corps (CC) Officers will be referred as CC personnel and not as a candidate for conversion to a permanent federal appointment.

Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a public health analyst, you will be responsible for analyzing, evaluating, and advising on a well-defined and established program of a moderate size and complexity.

Your major duties and responsibilities include:
  • Initiating, developing, and implementing modifications of Office of Pharmacy Affairs (OPA) program operations and policies that support and will improve the quality and effectiveness of the 340B Drug Pricing Program and activities of the OPA.
  • Consulting with eligible entities to help them register for the 340B Program and utilize it to their fullest advantage.
  • Analyzing and evaluating the effectiveness and efficiency of the assigned public health program(s) and developing and/or implementing standards and recommendations.
  • Gathering data and coordinating with others to develop program guidelines, goals, plans, and strategies.
  • Monitoring expenditures, grants, awards, and other comparable funds.
  • Preparing project papers, reports, articles, publications, and other substantive materials, responding to inquiries and requests for information, and performing other duties as assigned.

  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

OPM Individual Occupational Requirement for the Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.

2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.

3.
Knowledge of a specialized public health program.

4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.

5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above OPM Individual Occupational Requirement for the 0685 series, applicants may meet the qualification requirements for the GS-9 and GS-11 grade level based on any of the methods below.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

In order to qualify for this position at the GS-9 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of qualifying specialized experience at the GS-7 level include performing the following types of tasks on a regular and recurring basis:
  • Assisting with gathering and analyzing public health related data via surveys, studies, etc.

AND

  • Assisting with the planning and delivery of public health programs and initiatives.

OR

2. Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

OR

3. Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position.

GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-9 level include the following types of tasks performed on a regular and recurring basis:

  • Conducting public health related analysis using mechanisms such as surveys, studies, and surveillance techniques, etc.

AND

  • Administrating and evaluating public health programs or initiatives to ensure compliance with local, state, or federal legislative requirements.

OR

2. Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

OR

3. Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education.
