Civil Estimator/Project Manager

We are looking for an Civil Estimator/Project Manager to join our team in Riverside, CA.

Classification (Exempt/Non-Exempt): Exempt

Civil Estimator Job Description:

  • Preparation of thorough, accurate and timely estimates for Federal/Public Work Projects, including the preparation of bid documents and the development of clear written proposals and correspondence
  • Plan and monitor the best allocation of resources, within a defined budget, to meet project expectations
  • Review plans and specifications and ensure thorough and accurate take-offs
  • Contact sub-contractors, suppliers, and specialty services for quotes
  • Works with Sales, Project Managers, Engineering, Purchasing, and Management as needed in the preparation and final evaluation of bids
  • Provides improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs

Qualifications:

  • 5+ years as an estimator working on Civil Construction projects
  • BS Degree in Construction Management or Civil Engineering is a big plus, but not mandatory
  • Federal Government and/or Public Works project estimating experience required
  • HARD BID Estimating and Negotiated Bid Experience
  • Decision making skills and ability to work in high production environment
  • Excellent communication skills and ability to work well with others
  • Knowledge of HCSS Heavy Bid (or similar estimating software) a plus
  • Must have a Valid Driver’s License and clean background

Project Manager Job Description: Plans, organizes, coordinates, and directs construction projects for Hal Hays Construction, Inc., including coordination of sub contractors and consultants, to deliver projects on time and within budget. Develop, manage and maintain efficient and effective company project management protocols and procedures and apply them to all projects under their control to meet our Customer’s needs and expectations.

Duties/Responsibilities:

  • Manage Contractor on-site construction activities as the designated Project Manager
  • Will be managing one or more projects concurrently
  • Report to Project Team on all elements of risk associated with scope, schedule and budget
  • Monitor daily work activities of Contractor to ensure proper adherence to job site safety policies and procedures
  • Coordinate with Contractor to maintain the project schedule in an attempt to avoid potential delays, achieve milestones and meet completion dates
  • Develop and evaluate project schedules
  • Direct the work of employees and /or subcontractors assigned to the project.
  • Manage meetings and correspondence with customers
  • Participate with project team to ensure timely coordination of submittals, requests for information (RFI’s) and plan revisions
  • Participate in value engineering alternative solutions with Owner, Designer and Contractor
  • Monitor and inspect work progress for quality control and quality assurance; identify and resolve problem issues in a timely manner
  • Prepare daily field observation reports and monthly reports along with progress photo documentation
  • Participate in weekly progress meetings; review pay applications; review and resolve change order requests; assist with closeout/turnover activities

Qualifications:

  • Minimum (5) years field construction experience working as a Project Manager
  • Knowledgeable in general building and site/civil construction
  • Knowledge of Federal, State and Public Works requirements
  • Knowledge of reading project plans and specifications
  • Manages difficult customer situations, responds promptly to customer needs, solicits customer feedback to improve service, responds to requests for service and assistance, and meets commitments
  • Past experience working on public works, various utility companies, federal, state and/or military projects required
  • Current First Aid/CPR/AED
  • Having an OSHA 10 and/or OSHA 30 is a plus
  • Proficient with Microsoft Office and other basic computer skills
  • Excellent written/communication skills and ability to work well with others
  • Required to have a valid Driver’s License and a clean driving record
  • Required to pass pre-employment drug test/physical/background check
