HUBZone HQ is looking for a long term (2-3 year minimum) person to join our company as an Enterprise or Systems Architecture Analyst with diplomacy skills to be able to consult and manage projects to transform NATO's Joint ISR and Joint Effects program of work really mapping the Joint ISR community of effort and reporting advancements and finding ways to present the landscape to senior FOGO (flag and general level officers) staff from 30 Nations and NATO at various commands. NATO ACT is a fun and relaxed working schedule environment, while the attire for working on-site is a little bit more on the formal side. Please read on below for the job details, answer the screening questions, and please apply immediately if interested. _____________________________________________________-The NATO HQ SACT Joint Intelligence, Surveillance, and Reconnaissance and Joint Effects (JISR-JE) Branch requires support for the production of an overarching JISR and Intelligence Architecture and associated elements as required. These will document and identify potential architectural and interoperability gaps and help improve capability development of Intelligence and ISR Functional Services, including but not limited to Recognized Intelligence Picture, Intelligence Analysis, Intelligence Production, ISR Collection, ISR Exploitation, Information Requirements Management, and Collection Management. In accordance with the NATO Policy on Enterprise Architecture and the Common Funded Capability Governance Model, ACT is responsible for developing Capability Architectures. The most recent formal JISR Reference Architecture was produced circa 2011; other informal documentations of aspects of JISR architecture have been developed when needed, but there has not been an enterprise-wide architecture conducted during this period. To enable ACT to execute responsibility for the overarching JISR and Intelligence, support is required to update and expand existing products into a new architecture to identify interoperability shortfalls and support the Capability Development Continuum. The architecture will also document key Intelligence and JISR touchpoints with NATO Nations, as the Alliance receives the vast majority of its intelligence and JISR from the Nations. The contractor(s) will update and develop where not documented the JISR and Intelligence architecture and related elements, in accordance with provided policy and guidance, based on the existing products, documentation, and dialogue with key stakeholders as needed. Thecontractor(s) will support the management of the repositories of architecture information and the presentation of the architecture information to consumers in various and appropriate formats such as operating picture graphics and utilizing Visio or Archimate among other short writing tasks or data report presentation capabilities.The purpose of your work is not only to document but to inform decision-making, planning, and capability development to ensure provision of needed JISR and intelligence to the Alliance, identifying shortfalls and interoperability gaps. Also included in the architecture are key JISR and Intelligence “touchpoints” between NATO and intelligence-sharing Nations.Tasking and Deliverables1. Contract personnel shall provide products and support services to the JISR and Awareness Integrator/ Architect, for the following tasks:a. Development of an initial Architecture Vision, including Stakeholder analysis.b. Collect the relevant documents and information, including previous reference architectures, policies, Capability Packages, requirements and provide a source document repositoryc. Produce a JISR and Intelligence Architecture, from the source material, in ccordance with relevant NATO standards, including NATO Enterprise Architecture Policy, NATO Architecture Framework Version 4; and with application open standards including TOGAF and Archimate and/or Visio.d. Consult as appropriate with project/programme managers, operational users, business architects, system engineers, etc., within NATO, Multinational, and potentially National commands and agencies to obtain the information necessary for analysis, to develop the JISR and Intelligence Architecture.e. Interact directly with external stakeholders within the scope of this contract.f. Provide recommendations regarding identified capability or interoperability gaps, as well potential updates or modifications of the architecture, including a draft plan for the follow-on of the work.g. Provide weekly verbal progress reports to the assigned Project Lead and COTR.The effort will include the following elements:Research, Elicitation, and Capture of JISR/Intelligence architectural information andassociated processes. Draw on research and relevant document review to developapproach for information gathering, identifying potential challenges and gaps. Developproducts to support initiation and conduct of architectural capture from research,engagement, and potentially workshops. The initial analysis will include an overarchingmethodology and information requirements and will provide an interim look at informationgathered for JISR-JE branch to review and make recommendations for areas of emphasis.JISR and Intelligence Architecture. Document the JISR and Intelligence Architecture inArchimate format, and associated reports and an architecture reference documentrepository. The architecture documented will not be limited to JISR but will includeintelligence and consider architectural requirements for NATO operations in the multinationalenvironment, particularly touchpoints between National and NATO interactions regardingJISR and Intelligence sharing.Analytic Report with Recommendations. As part of project closure, identifying what hasbeen learned from architecture development and associated analysis. Includes a writtenreport of reviews and analysis conducted, including issues identified and inputsrecommendations and solutions to solve the issues. Presentations and additionaldocuments as required by JISR and Awareness Integrator/Architect or JISR-JE leadership.Required Qualifications a) Demonstrable experience (3 years or more) in Enterprise Architecture, Systems Architecture, IT systems requirements or equivalent.b) University degree level education (bachelor and/or master) in a relevant field.c) Strong familiarity with Military Communications and Information Systems.d) NATO or national SECRET clearancee) Ability to participate effectively in high-level discussions, workshops, panels, etc. and prepare professional, high quality documents for review.f) English SLP 3333 (Listening, Speaking, Reading and Writing). The work both oral and written in this post and at HQ SACT as a whole is conducted mainly in English.g) Good working knowledge of office automation tools (Outlook, Word, Excel, PowerPoint, Project, SharePoint).Desirable Qualifications a) Experience with Joint Intelligence, Surveillance, and Reconnaissanceb) Experience with TOGAF or other recognised architectural methodologies such as DODAFc) Experience with Archimate, Visio, or equivalent modelling language.
