Executive Summary: HRUCKUS is looking for a Senior Federal Consultant with both Business Process Improvement and Change Management experience to support a Data-Adjacent Change Management initiative within a Federal Agency.

Ideally, the candidate would have experience with the following skillsets to hit the ground running:

·         Transformation Projects that are data adjacent (e.g., medical records, ERP integrations, cloud migration)

·         Department of Veteran’s Affairs or Enterprise Healthcare Consulting

·         Evidence-Based Policymaking

·         Advanced knowledge of Power BI, Palantir, or the VA “Rockies” Azure platform

·         PROSCI Change Management Tool

Position Description:

Our client is currently seeking a Senior Federal Consultant with Business Transformation, Enterprise Optimization, Governance, and the related constellation of sub-disciplines. This leadership role requires broad experience helping enterprise-level leaders succeed in complex operating environments across the Federal domain.

Core activities under this engagement include the management of a multi-disciplinary team providing data governance, data policy, strategic communications and change management services for senior-level officials at a federal agency. The pace of change and improvement is rapid with priorities changing frequently. To succeed the Senior Federal Consultant must possess the passion to ramp-up quickly in multiple subject-matter areas, to skillfully communicate and scale activities in selected areas for the benefit of the client, and to always meet and exceed professional expectations.

Our client delivers impactful, targeted results in Enterprise Optimization by providing consistently high-quality services, trusted advisor guidance and support to Federal entities and leadership undergoing significant change, retrofits or performance improvement mandates. Among the skill sets required to excel in this engagement are strategic and operational planning, priority project management, operational analysis and improvement, skill deployment and balancing, reporting and analytics, and enterprise data system implementation and facilitation.

Working collaboratively with project staff, the Senior Federal Consultant will provide project leadership and support for business modernization or transformation engagements that specifically assess and analyze current organization states and management systems.

Essential Duties:

  • Interface with senior executive level clients to coordinate and manage expectations for deliverables, statement of work, and scope of privacy analysis
  • Manage diverse project teams of data governance/policy and change consultants, communication analysts, graphic designers, and writers
  • Supervise development of, and contribute to, materials such as Data Strategy, Change Management plans, Implementation Roadmaps, performance and metrics frameworks, communication plans and related products including such as fact sheets, FAQ sheets, blogs, etc.
  • Bring and exchange ideas with team members regarding application of strategic analysis and problem-solving methods for specific client situations.
  • Supervise and participate as a part of a team in compiling data and insights using interviews, third party data sets, surveys, focus groups, and other accepted techniques for data collection.
  • Support or lead facilitated workshops with key stakeholders for a client program or organization for the purpose of validating, expanding, and reaching consensus on strengths, weaknesses, risks and opportunities, which may include defining target state objectives and key results (OKRs).
  • Documenting and delivering findings and recommendations in oral and written presentation formats.
  • Coordinate, track, monitor, and evaluate work plans and activities
  • Coordinate and lead meetings with clients
  • Generate creative and original ideas for reaching and engaging target audiences and communicating key messages
  • Prepare and/or review standard operating procedures, guidance, and handbooks for the privacy team and other teams that use, share, or have responsibility for sensitive information
  • Maintain project documentation and financials

Required Experience and Qualifications:

  • Bachelor's degree required preferably in the following: program analysis, business administration, systems analysis, public administration/policy, information technology or a related field
  • Prefer experience working on business transformation initiatives for a consulting organization, government agency, and/or a government contractor.
  • 7 - 10 years of professional experience
  • Experience managing teams of people, as well as contracts and projects
  • Knowledge of business development and proposal writing
  • Creative and analytical thinking skills
  • Excellent writing and conceptual skills
  • Strong oral communication and presentation skills
  • Strong attention to detail
  • Ability to communicate effectively and collaborate with Subject Matter Experts (SMEs)
  • Must be able to deliver on multiple projects/priorities at the same time
  • Strong work ethic with a commitment to client service

  • Ability to obtain a US government security clearance

Preferred Experience and Qualifications:

  • Master's degree or advanced certification in business administration, information technology, or related field
  • Experienced working with Federal agency or public sector management consulting
  • Project Management Professional (PMP) certification
  • Preference will be given to qualified Veteran candidates
