Job Description: HEILL Safety Solutions is seeking a qualified candidate to fill the role of EHS Manager in the Modesto, California, for our client, Gallo Glass Company, the largest container glass plant in North America. This role will serve as the leader of the Environmental, Health & Safety (EHS) department. Partnering with the various management groups and teams, this position will be responsible for all aspects of EHS, provide direction and support with a team. The ideal person will also be a change agent that drives the Gallo Glass Company’s safety performance, compliance, and culture as Gallo Glass aims to be the container glass industry leader in Safety. We are seeking a dynamic individual who is educated and well versed in managing and continuously improving Safety, Industrial Hygiene, and Environmental programs in a heavy manufacturing environment. The person will maintain complete responsibility for the health/safety well-being for site team members as well as regulatory agency compliance for the site, and environmental safety for the greater community (e.g. the release of pollutants into the air or water supply). The person will collaborate with corporate environmental and safety subject matter experts (SME’s) to ensure that site plans and procedures address all areas of compliance and that educational programs are continually meeting changing regulations and best practices. The person will also manage the development of direct reports, ensuring they are consistently implementing EHS processes at the site and continuously developing their own skills for growth and development. What You Will Do The EHS Manager’s will be responsible to manage the implementation of consistent, compliant and thorough safety, health, and industrial hygiene systems and training programs in all areas of Gallo Glass operations. This includes but is not limited to: 1. Developing Company EHS strategy and key measures to achieve organizational goals and objectives. 2. Overseeing management of all environmental programs to ensure compliance with various media including large quantity generator hazardous waste, non-hazardous wastes, Title V air emissions, greenhouse gas, water, wastewater, spill prevention countermeasures and controls, and Gallo requirements. 3. Developing KPIs to assess EHS program effectiveness. 4. Providing recommendations and data to senior managers to support and being involved in decision making. 5. Maintaining full responsibility for regulatory reporting for the site; receives SME support from Corporate Environmental and Corporate Safety and Health teams as necessary. 6. Ensuring site policies and procedures continually meet EPA or Cal/OSHA regulations; designs, evaluates and revaluates the effectiveness of programs on an ongoing basis. 7. Establishing safety audit policies and ensure audits are conducted, as required, and developing corrective actions for any deficiencies uncovered during audits. 8. Overseeing environmental/safety training and tracking for the site. 9. Functioning as the plant signer/approver on MOC (Management of Change) when facilities, documentation, personnel or operations changes are made at the plant. 10. Managing industrial injuries, initiates worker's compensation claims and assists in workplace accommodations when appropriate. 11. Addressing plant incidents with the Plant Manager and Organizational Sr. Leaders; formulates action plans to eliminate the repeat of incidents. 12. Conducting the company’s drug testing protocol following an industrial injury; instructs team leaders on the testing protocol. 13. Ensuring that Site Leadership is updated on changes to regulations. 14. Developing and ensuring the proper auditing Process Safety Management and environmental Risk Management Program elements. 15. Functioning as the site representative with commercial and residential neighbors regarding environmental issues or concern. 16. Ensuring hazardous waste handling is accomplished in accordance with company policy and meets regulatory requirements. 17. Leading HazMat and Hazardous Waste emergency response training for identified facility emergency response team members. 18. Facilitating all aspects of a regulatory inspections, including Cal/OSHA, DTSC, CUPA, EPA, and provides post inspection response activities under the direction of legal and Corporate Environmental, Health and Safety. 19. Participating in or leads “Notice of Violations” negotiations. 20. Actively participating in the regulatory rule making discussions for the site. 21. Preparing and submitting compliance/regulatory safety and environmental reports, managing regulatory documentation and negotiating permits with agencies. 22. Accountable for the work of others and responsible for ensuring their understanding and compliance. 23. On-call support for EHS issues at the plant. 24. Developing, coaching and mentoring subordinate staff. 25. Conducting performance evaluations; recommending salary adjustments; rewarding employees or taking disciplinary action, as necessary; addressing complaints and resolving issues. Essential Skills, Knowledge, and Abilities ● BA/BS degree in safety or related field, or equivalent level of demonstrated ability to manage an EHS function, knowledge and relevant previous experience (8 – 10 years) implementing and executing manufacturing health and safety programs which reflects increasing levels of responsibility. ● Working knowledge of applicable safety and health standards (OSHA, Cal-OSHA), PSM and VPP. Familiarity with EPA, NFPA, ANSI and other regulatory/advisory agencies. ● Demonstrated decision-making skills with the ability to negotiate, recommend and implement solutions for moderate to complex problems. ● Ability to organize and effectively coordinate multiple and frequently conflicting, concurrent tasks, with good follow-through. ● Proficient organizational, verbal and written communication skills necessary to effectively organize, drive and collaborate in a team environment and to present and communicate technical information to all levels of management. ● Knowledge of procedures and practices of EHS and Hazardous Materials management systems. ● Supervisory/management experience. Desired Qualifications ● Master’s degree in Engineering/Science or Occupational Health and Safety Management. ● Certification by the Board of Certified Safety Professionals (CSP), Professional Engineer (P.E.) and/or similar Safety, Health, Environmental, Hazardous Materials, Fire or related EHS certifications. ● Skilled in defining problems, collecting data, establishing facts and drawing valid conclusions. Experience interpreting an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. ● Experience effectively present information and respond to questions from groups of managers, clients, customers and the general public. ● Skilled in the use of MS PowerPoint, MS Excel, MS Word, and MS Outlook at an intermediate level. ● Skilled in applying advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. ● Skilled in applying mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis. ● Experience defining problems, collecting data, establishing facts and drawing valid conclusions. ● Previous relevant experience in a glass manufacturing facility, or similar, that is fast paced. ● Skilled in the use of MS Excel and MS PowerPoint.
