HCH Enterprises is seeking an experienced healthcare_ IT Project Manager_ to support the state of Rhode Island Executive Office of Health and Human Services (EOHHS) is various Health Information Technology (HIT) activities.

The Project Manager will be responsible for project management of the implementation of the Quality Reporting System and Care Management Dashboard, and implementation of a statewide Community Resource Platform.

The projects are being carried out through a collaboration between the Rhode Island EOHHS and its member agencies, and the Rhode Island Department of Information Technology.

This position will require to be onsite or on a hybrid work schedule in Cranston, RI. Local candidate is highly desired.

The ideal candidates must have experience with IT project management and technical standards supporting health system interoperability.

The three projects included in the scope of the position are:

Quality Reporting System (QRS): The QRS supports the collection, validation, normalization, indexing, codifying and sharing of data for participating healthcare entities within the State of Rhode Island to support quality measurement and reporting. It will allow healthcare providers to share their data once into the system - and aggregate it with data from patients, hospitals, provider groups, Accountable Entities (AEs), Patient-Centered Medical Homes (PCMH), and insurance payers. When fully implemented, the system will support the calculation of more accurate clinical quality measures. Once the data is aggregated, it can be reported to whichever entities need to receive it.

Accountable Entity Care Management Dashboards: The Dashboards deliver real-time data to providers when patients under their care visit a hospital emergency department or have an inpatient encounter. These dashboards put critical health information in the hands of the appropriate providers at the right time and are being implemented within Medicaid AEs.

Community Resource Platform (CRP): To create a healthier state, EOHHS is bringing together healthcare and community partners in a public-private partnership to build a state-wide community eReferral platform—a tool to make it easier for providers, insurers and community-based organizations to connect people with Social Determinants of Health - the resources they need to be healthy. The platform is envisioned to be a person-centered program for Medicaid providers, social workers, care coordinators, and others to connect directly to resources in their communities and track connections and outcomes

RESPONSIBILITIES

Project Management:

  • Serve as the project manager and primary point of contact for the ongoing implementation of the QRS, the Accountable Entity Dashboards, and the CRP. The implementation process includes design, development and ongoing monitoring of vendor activities to ensure that the project is successful, on time, and on budget.
  • Participate as a member of the interagency Health Information Technology Team, to help lead interagency coordination and collaboration efforts specific to the projects.
  • Provide operational and administrative support to this project team, including developing, managing, and updating the project plan, identifying project risk and mitigation strategies, escalating issues as needed, and identifying project successes for projects mentioned above.
  • Help lead stakeholder engagement and community feedback into the projects. This will include collaborating with the RI Medicaid staff to organize and manage feedback sessions.
  • Assist state employees with the state purchasing process for the CRP, and with contract and vendor management.

General Information Technology Assistance:

  • Ensure program and software adheres to federal funding regulations and requirements (including those for achieving HITECH Promoting Interoperability Program)
  • Ensure all related IT approvals for this project are obtained, documented, and built into the project plan.
  • Develop reports as required by funding sources or other agencies
  • Conduct other IT related research, and coordinate efforts to ensure alignment of the CRP with other state efforts.
  • Lead the post-implementation phase including coordinating resources and providing direct assistance with troubleshooting of production support issues, deployment/cutover, period close activities and system/business process optimization, identification of additional training opportunities / content delivery mechanisms, as required.

This position may include other duties as necessary.

QUALIFICATIONS:

Education

  • Bachelors degree in information services, business, healthcare or related field.
  • Masters degree preferred.

Experience

  • 5+ years of experience in program or project management, development and implementation of information systems preferably in health information technology or a healthcare setting.
  • Understanding of health information technologies, systems or standards (including Electronic Health Records (EHRs), Health Information Exchanges (HIEs), direct messaging, etc.), as well as information technology design, development and implementation.

Skills

  • Strong organizational and communication skills (both verbal and written), and ability to work with diverse groups of people both inside and outside of state government, including community-based organizations.
  • Strong computer skills including Microsoft Word, Excel, PowerPoint, Office and other related software. Knowledge of software development lifecycle and/or agile development helpful.
  • Demonstrated ability to adapt to changing requirements and priorities.
  • Strong verbal and written communication skills, experience with client service/consulting, functional/system analysis a plus.
  • Strong organizational skills with the ability to multi-task and an attention to detail.
