Provide world-class customer and financial services to enable timely and accurate calculation of awards, real-time eligibility, and benefit information, and first contact resolution.

Allow for GI Bill students to engage with VA and their earned benefits through electronic outreach, intake, and communication tools for on-the-spot service.

Support new legislative requirements and adapt to policy changes. Increase capacity to meet legislative/program requirements to determine eligibility, entitlement, and benefits levels based on complex business rules.

These services will manage and process education claims through an agile configurable solution that will enable improved responsiveness to legislative and programmatic change.

Clearance Level: Public Trust
Years of Experience: 10 years
Education Requirements: A Bachelor’s Degree in engineering, or a related scientific or technical discipline is required.
Program Description: Create an end-to-end management perspective to ensure proper compliance and oversight of GI Bill programs, and the use of data and business intelligence to monitor and measure school and student outcomes.
Position Description: Full stack Java Developer is responsible for agile development life cycle with application design, construction and testing of Java applications and Web Services

Responsibilities:

  • Perform the detailed design of application and identify reusable components to support overall project requirements.
  • Configure, build, and test the application or technical architecture components.
  • Follow good security coding practices to ensure the application is free of most common coding vulnerabilities.
  • Conform Code quality, code performance, code security and participate in code reviews.
  • Inform the technical architect and project manager of any issues that may affect any other areas of the project.
  • Work with other developers, designers, and architects to make sure that the configuration and custom components meet performance goals
  • Fix any defects and performance problems discovered in testing.
  • Document the application to facilitate maintenance.

Required Skills:

  • Ability to work independently with minimal assistance
  • Software development/programming experience
  • Strong problem-solving skills: able to logically break down a problem into smaller manageable parts to solve
  • Understanding the object-oriented concepts and design
  • Experience in Agile development
  • Technical knowledge of :
    o Spring framework, Spring boot
    o REST, SOAP web services
    o Authentication mechanisms (SAML, OAuth)
    o CI/CD pipeline tools - Git, Maven, Jenkins
    o PostgreSQL databases
    o JMeter, Junit testing frameworks

Preferred Skills:

  • AWS, SQS, JMS/MQ
  • Previous experience with VA and working on VA legacy systems for Education Service
