Position Summary:

The purpose of this job within the organization is to perform professional and responsible administrative work, coordinating and participating in the design, maintenance, operation, and future planning of the Commission’s electric distribution system. Candidate must have proven knowledge of electric utility distribution systems and projects from the planning stages and conceptual engineering, through detailed design and construction. Expertise in utility standards, operations, maintenance, and construction are required. Ideal candidate will also provide technical analysis to supplement project work involving energy efficiency, renewable energy technologies, and electricity rates.

Position Responsibilities: Essential

  • Performs long range planning, rate studies, expansion studies, load forecasting and other engineering studies for the electric distribution system
  • Serves as the project manager on electrical construction projects, ensuring compliance with electrical plans, specifications, and accepted engineering practices
  • Develops, updates, and maintains the Commission’s electric distribution system material specifications, construction standards and procedures
  • Reviews reliability data to produce monthly and annual reliability indices reports (SAIDI, CAIDI, SAIFI, MAIFI, ASAI)
  • Performs voltage drop analysis, fault current studies, protective device coordination, load flow analysis, arc flash studies, voltage flicker calculations, and other similar engineering analysis
  • Oversees the Commission's power distribution maintenance program to ensure equipment is inspected and maintained in a timely and appropriate manner
  • Performs technical studies and evaluations to provide solutions for engineering problems and makes technical recommendations regarding infrastructure, construction, or repairs
  • Utilizes commercially available software to evaluate the coordination of the system and make recommendations that will improve the reliability of the system
  • Oversees permitting & compliance to ensure requirements are met or exceeded in an appropriate manner. Submits required reporting on-time to appropriate agencies

Position Responsibilities:

  • Investigates and troubleshoots power outages, equipment malfunctions, and other service abnormalities to determine root cause and find remedy to prevent future occurrences
  • Evaluates high bill concerns to identify opportunities for cost savings through energy efficiency and conservation; meets with Key Accounts to establish proactive customer relationships
  • Supervises subordinate employees and provides leadership and guidance
  • Will provide technical input as required for special projects/initiatives such as AMI implementation, including selection/layout of communications networks, SCADA system upgrades and expansion, and development of evaluation technologies across all platforms
  • Manages Joint-Use Pole agreements with applicable electric service and communications providers; serves in primary role to initiate and complete annual system survey, or as required
  • Prepares and submits application for the RP3 award, a program sponsored by the American Public Power Association, the national organization representing over 2000 public systems across the country
  • Maintain and operates the network analysis electric model
  • Offers assistance, as required by the Electric Department Manager and/or Supervisor, during distribution system power restoration efforts
  • Performs related work as assigned

Beneficial Skills and Experience:

  • Requires a Bachelor's Degree in electrical engineering or related field
  • Requires 8+ years in public utilities engineering design, plan review, and project management or closely related experience
  • Valid South Carolina Driver's License required.
  • Familiarity with the NEC, NESC, IEEE, OSHA, NERC
  • Excellent communication and relationship skills: Strong interpersonal communication skills and ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, general public, and all other internal and external customers
  • Strong analytical and judgement skills: Good decision-making and problem-solving abilities, including the ability to make judgments based on interpretation of information and when others' opinions may be in conflict
  • South Carolina Professional Engineering License (or ability to obtain)
  • Ability to multi-task, prioritize and deal with interruptions while meeting timely deadlines.

Beneficial Skills and Experience:

  • GIS & AutoCAD Experience (preferred)
  • Experience with Milsoft, or similar distribution engineering & analysis software (preferred)
