Job Description

The primary goal of this position is to assist local municipalities with the issue of vacant and abandoned one to four family homes within their jurisdictions. Duties of the position include the identification and inspection of such properties and the enforcement of local municipal codes and the New York State Uniform Fire Prevention and Building Code related to such properties. Additional duties include the investigation, documentation and certification of vacancy an the issuance of violations. The work will require the use of software and tools such as digital cameras and tablets to document vacancy and violations, as well as training local Code Officers and other municipal employees, as needed, on the use of such tolls and activities related to codes enforcement around the issue of vacant and abandoned one to four family homes. Work shall be performed under the supervision of the Greater Mohawk Valley Land Bank in conjunction with municipalities participating in the regional “Zombie Property 2.0 Grant”.

 

Scope of Work:

Identification and inspection of vacant and abandoned one to four family homes to ensure compliance with the municipal codes and state laws which govern the maintenance of property, grounds and structures and the collection of data to assist in the management of the inventory of these properties.

 

Essential Job Duties:

- Visual inspection of one to four family homes suspected to be vacant, abandoned and/or foreclosed in conjunction with local municipal representatives, to ensure that the inventory of such properties is as complete and accurate as possible.

- Visual inspection of vacant and abandoned one to four family homes to identify code violations.

- Certification of vacancy of buildings determined to be vacant, abandoned and/or foreclosed.

- Citation of violations in coordination with local Code Enforcement Officers.

- In cooperation with local municipal officials, community groups and private citizens, work to identify vacant and abandoned homes in coverage area.

- Assist Zombie Quarterback in determining ownership information for identified properties through contact with local municipal representatives.

- Enter data into database software to note vacant and abandoned homes, code violations and other data for analysis and management of the zombie population.

- Train local municipal employees on the use of such software.

- Other related duties as required.

 

Required Qualifications

- Ability to effectively communicate with others, including, but not limited to, polite verbal and written communication with fellow employees, local municipal representatives, County representatives and the general public.

- Working knowledge of buildings and construction, and the ability to access areas of buildings for a thorough inspection of a given property.

- Ability to read and understand written materials including local and state codes, professional literature, correspondence and manuals.

- Basic knowledge of office equipment including personal computers.

- High school diploma or equivalent.

- A valid New York State driver's license and your own reliable vehicle are required (work-related travel will be reimbursed).

- Certification as a Code Enforcement Officer or the ability to obtain certification after appropriate training (paid for under the grant).

 

Physical and Environmental Conditions:

- Ability to sit and stand for extended periods of time and to drive a vehicle to and from work sites. Employee may be exposed to seasonal temperatures while performing on site inspections. Ability to lift, crawl, twist, squat and climb while conducting inspections.

- The office is located in Little Falls. We are looking for someone who has flexibility in their schedule, as there will occasionally be some evening meetings, and comfortable with work-related (reimbursable) travel to work in different communities.

This is a temporary part-time position.

This is a 15-20 hour per week position, paying $25.00 per hour. The term of the position will end on November 30th, 2021.

Land Bank activities will support related community revitalization efforts including, but not limited to, zoning amendments, code enforcement, comprehensive plan updates, community health initiatives, and small business and workforce housing development.
