Job Description

A Houston area non-profit organization is searching for a Chief Technology Officer to join their executive team. This award-winning community-based organization enables healthcare providers to access and share data through a protected electronic network. This real-time networking system provides quick and reliable access to patient health information at the point of care, thereby increasing patient safety, improving outcomes and lowering the overall cost of care.

SUMMARY: As CTO for one of the largest HIEs in the US, this executive leads all development and on-going support across Healthconnect's service lines, delivering value to hundreds of hospitals and thousands of non-acute venues of care across Texas and Louisiana.


  • Provides the technical vision for Healthconnect's operations, implementation and support plans utilizing InterSystems' Healthcare platform
  • Creates technical budgets, manages staff and vendor partners to meet or exceed customer needs and GHH's annual plans
  • Leads technology acquisition and evaluation to ensure Healthconnect is employing the best fit technology to provide value to stakeholders while ensuring sustainability
  • Works with CEO to discern competitiveness of current and competing technologies
  • Establish and maintain relationships with all participants including the leadership of Houston's largest health systems
  • Interact regularly with Physician leadership and C-Level participants


  • Lead and development and on-going support for the HIE
  • Drive the technical on-boarding of healthcare entities as participants in Healthconnect
  • Direct the management of our corporate, production and co-located networks
  • Ensure .999 service uptime, through coordination of staff and managed services
  • Manage employed and contract resources across dense, complex projects
  • Recruit, hire, train, manage and retain top area technical talent to Healthconnect
  • Design and implement HIE alert systems and research capabilities
  • Manage Active Directory and business infrastructure utilizing Microsoft Azure
  • Perform in a consultative role to business development across all service lines
  • Direct the Chief Information Security Officer of Healthconnect, contracted resources
  • Configuration/endpoint management, SCAP validation and zero-day threat systems
  • Identify risks and conduct remediations as part of the overall HiTRUST CSF program


  • To perform the job successfully, an individual should demonstrate the following competencies:
    • Technical Skills: HL7, C32/CCDA, IHE ( XDS/XCA ), Direct XDR, SSL/PKI, TCP/IP outing/Subnetting, VPN config and management. Windows & Unix Administration, Office365, HIPAA
    • Soft Skills: Coaching, Written & Verbal Communication, Presenting, Counseling, Documenting, Planning, Scheduling, Interviewing
