Responsibilities and Duties:
Job requires in-depth knowledge of methods, practices, procedures and techniques and hazards associated with the utility industry. Involves a broad range of situations requiring analytical, interpretive, evaluative, and/or constructive thinking. Procedures are established and a number of specific guidelines are available, requiring judgment in locating and selecting the most appropriate methods, techniques and procedures to apply to specific cases. Completed work is evaluated for technical soundness, appropriateness and conformity with policies and requirements. Regular contact with individuals in other work groups and customers is required to obtain, clarify and give facts or information.
Examples of work:
Performs quality control inspections of contractor work on moderately complex construction projects to ensure compliance with contract specifications.
Monitors contractors' progress and compares Client and equipment resources with Client loaded schedule.
Monitors project cost to ensure project stays within budget.
Coordinates contractor construction work with utility operations to prevent conflicts or delays.
Analyzes, develops and maintains project construction records, documentation and daily logs for claims purposes.
Prepares and analyzes construction project schedules and estimates for moderately complex projects utilizing estimating and scheduling software.
Writes complex contracts, purchase orders and project specifications utilizing the principles of Florida construction laws.
Obtains and evaluates bid proposals from onsite contractors for construction projects.
Reviews technical specifications prepared by engineers for constructability and cost reduction ideas.
Analyzes and prepares contract change orders.
Investigates and resolves construction/contract problems.
Analyzes and makes recommendations of construction problems to appointed managers.
Develops and implements value engineering techniques to assure cost effective projects.
Applies the Standard Building Code as adopted by the City of Jacksonville to moderately complex construction projects and ensures that contractors are adhering to the Code.
Reviews contractors work safety rules and practices to ensure adherence to OSHA standards.
Performs related duties as required.
Skills and abilities:
The principles, standards, and techniques of construction management used in the utility industry.
Power or water/sewer grid plant practices, operational principles and activities.
Critical Path Method (CPM) scheduling and contract law and how it applies to construction contracting.
Building codes and other technical codes used in industrial construction.
The use of computer systems utilizing software for word processing, spreadsheets and scheduling.
Conceptualize the construction activities and interfaces with all systems in a utility necessary to successfully manage the construction activities of all anticipated projects.
Communicate effectively, both orally and in writing.
Read, comprehend, and apply technical information.
Operate a personal computer and related equipment.
Climb ladders and scaffolding and enter into confined spaces.
Work while wearing a respirator without respiratory distress
Must possess a Bachelor's Degree with a major in Engineering or Building Construction or a related field and have had at least two (2) years progressively responsible experience as a construction manager or construction inspector in construction or maintenance in a power or water/sewer grid plant for a major utility.

Equivalent combination of education, training and experience of six (6) years in construction and maintenance in a power plant or water/sewer plant grid for a major utility which must include at least two (2) years progressively responsible experience as a project manager, construction manager, or construction inspector.
