Goodwill Industries of Arkansas is now hiring a Program Development Manager to be based in our Corporate Offices.

GENERAL DESCRIPTION OF POSITION

This position's primary responsibility is to ensure the successful start-up and maintenance of all vocational certification programs by (1) identifying and developing appropriate funding sources (i.e., grants, business partnerships, entrepreneurial ventures), (2) developing trained instructors who meet industry guidelines for particular certification programs; and (3) identifying and vetting areas for new certification programs. The position is responsible for vetting and applying for grant opportunities. Position expected to respond to all of the day-to-day activities timely and to keep all networking and grant efforts efficient and effective, including prospecting methods, ongoing customer satisfaction efforts, grant reporting, and placement related activity. Must be able to organize, implement, and perform all levels of prospecting, proposal development and presentation, and customer relations follow-up in a team environment and as a direct representative of Goodwill Industries of Arkansas.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.Report to and work closely with the Director of Career Services and other administrative personnel in identifying new vocational certifications in accordance with labor market information and employer input.

2.Monitor local, state and national private and public grant opportunities; assess organizational fit and risk; solicit, compile and analyze input from leadership staff.

3.Deliver direct training and train the trainer programs to effectively deliver training to all locations.

4.Develop and maintain relations with employers, community organizations, and government agencies to assess need, build partnerships, deliver employer-driven training programs and assess program effectiveness.

5.Conduct research and interpret regulations for industrial standards of vocational instructors; train instructors in best practices for vocational training of adults.

6.Identify and evaluate training curriculum packages.

7.Write and submit grant budgets and narrative applications in accordance with deadlines.

8.Produce market analysis spreadsheets for labor market information regarding prospective vocational certification offerings.

9.Develop training objectives, strategies, policies and programs. Direct the implementation of policies and procedures related to various training and educational programs for employees of the organization.

10.Maintain a positive work atmosphere by acting and communicating in a manner, getting along with customers, clients, co-workers, and management.

11.Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 4 years related experience and/or training, and 2 years related management experience, or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to read, analyze, and understand general business/company related articles and professional journals; Ability to speak effectively before groups of customers or employees. Ability to write reports, business correspondence, and policy/procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

Valid Driver's License with an acceptable driving record for the past 3 years.

Arkansas Driver's License

SOFTWARE SKILLS REQUIRED

Advanced: Contact Management, Presentation/PowerPoint
Intermediate: Spreadsheet, Word Processing/Typing
Basic: Accounting, Alphanumeric Data Entry, Database, Human Resources System

PUBLIC CONTACT

Regular contacts with patrons where the contacts are initiated by the employee. Involves both furnishing and obtaining information and, also, attempting to influence the decisions of those persons contacted. Contacts of considerable importance and of such nature, that failure to exercise proper judgment may result in important tangible or intangible losses to the organization.

EMPLOYEE CONTACT

Contacts with other departments or offices and also frequently with individuals in middle level positions; consulting on problems which necessitate judgment and tact in presentation to obtain cooperation or approval of action to be taken. Also, important contacts with associates as required in advanced supervisory jobs, plus frequent contact with senior level internal officials.
