Job Title: Workforce Solutions Specialist

Department: Senior Community Service Employment Program (SCSEP)

Reports To: Program Manager, SCSEP

Location: 25 Elm Place Brooklyn NY

SUMMARY

The Workforce Solutions Specialist provides direct services to the Senior Community Service Employment Program participants in conjunction with partnering agencies, adhering to GoodwillNYNJ’s , Easterseals, Inc. and Department of Labor guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Workforce Solutions duties and outreach:

Market, recruit and promote to potential employers the benefits and employment supportive services provided by GW SCSEPs including addressing employee’s special needs.

Using social media, websites, employment agencies, research and identify potential leads for participants.

Maintain contacts with a minimum of 25 businesses and industries and job placement/training agencies for placement of participants; Maintain and publish job resource bank.

Make appropriate employment referrals based on participant qualifications and conducts necessary follow-up with participants once employment is secured.

Conducts intensive marketing and job development activities to secure placements, including informational interviews, cold calling, letters, presentations, business networking, etc.

Facilitates individual placement by following up on job leads, developing job search plans and accompanying participants to interviews when necessary.

Provides intensive and thorough follow along services by contacting employers following placement to ensure job satisfaction of the employer and the placed participant; troubleshoots employment barriers as identified and needed.

Maintain data information on all employers and participants after placement for retention purposes.

Attend job fairs to gain information on possible placements.

Attend employment networking coalitions as assigned (e.g. WIOA, Workforce One)

Maintain client files with appropriate training and employment documentation.

Identify barriers including legal background, to employment for needed supportive services.

Meets regularly with clients to discuss progress and challenges toward achieving employment goals

Make regular presentations to participants.

Case Management:

Recruits program participants and Host Agency training sites; matches participants to Host Agency training sites based upon participant needs, interests, and abilities; Conducts eligibility interviews for SCSEP program applicants and determines eligibility using Department of Labor guidelines.

Informs participants of all community-based services available, based on identified needs, concerns, and preferences and assists participants in accessing these services as needed

Develops a Participant Needs Assessment (PNA) and an Individual Employment Plan (IEP) for each participant based upon information collected during intake interviews; updates the PNA and IEP quarterly or more often, as needed

Identifies individual barriers to employment, maintains and updates knowledge of community providers and services offered, and makes appropriate referrals; Conducts or oversees a formal orientation for new participants as needed.

Develops and maintains appropriate participant files, database information and reports required by Easterseals, Inc. and the Department of Labor; Manages and ensures confidentiality of all files and records, maintaining compliance with the organization’s guidelines, policies, and Department of Labor regulations.

Communicates with and visit Host Agencies regularly to monitor participant performance and assesses regular full time and part time employment potential at each site

Meets or exceeds individual and departmental program goals as established with supervisor and the DOL.

Enters and updates all participant data into SPARQ and Salesforce databases; completes monthly reports on program activities to be submitted to Program Manager in a timely manner.

Career Development:

Work in conjunction with the members of employment staff to assess program participants education level, employment skills and employment interests as part of entry into employment readiness services.

Using social media, websites, employment agencies, research and identify potential leads for participants. Maintain client files with appropriate training and employment documentation.

Maintain and publish job resource bank; Maintain contacts with a minimum of 25 businesses and industries and job placement/training agencies for placement of participants.

Identifies participant skills and interests as they relate to the development of appropriate and expanded vocational goals

Teaches a variety of skills including job readiness, basic literacy, and life skills in a classroom or one-on-one format

Provides training and supports on issues around job seeking, securing and maintaining employment

Community Collaboration Initiatives:

Stays informed of community, agency, and program information through inter-office communications, attendance at staff meetings, participation in professional development activities and other community networking events.

Networks with and maintain a positive relationship with Workforce One and WIOA providers to identify training and employment opportunities and to co-enroll participants.

Attends and assists at quarterly participant meetings and annual host agency meetings as outlined in the SCSEP Standard Operating Procedures (SOP) manual.

Markets SCSEP to the community through public speaking engagements, employer contacts, etc., for the purpose of identifying placing and training opportunities for participants.

Participates in monthly Easterseals, Inc. Workforce Development conference calls and other required meetings and trainings

Accompanies participants to Workforce One and job fairs as necessary

Provides adequate on and off-site supports to participants and employees to ensure job success.

Contributes to an organizational culture of innovation and exemplary performance

Performs other duties as requested

QUALIFICATIONS

Spanish speaking preferred

EDUCATION and/or EXPERIENCE

A minimum of a Bachelors’ Degree in Social Service or related field plus two years’ work experience conducting vocational assessments and employment services; work experience may be substituted for education

Experience with Microsoft Word, Excel, PowerPoint, email, and the Internet
